Country Management Unit Context
The World Bank (WB) country program for Bhutan provides financial support as well as advisory services and analytical work across a broad range of sectors, with a heavy concentration in Macro-Fiscal, Financial, Agriculture, Infrastructure and Digital Development, Human Development, Climate Change, Biodiversity and Disaster Risk Management, and Governance related interventions. World Bank assistance is channeled through government agencies to support Bhutan development priorities. The new country partnership framework covers FY25-29 aligned with the priorities set in the Government's 13th Five Year Plan. It will be presented to the Board on May 1, 2025.
The Bhutan Country Team (CT) is composed of WB staff drawn from the Thimphu Office and offices around the world. The Country Director (CD) is the head of the CT, and CT members have various professional affiliations within the WB organizational structure. The Country Management Unit (CMU) is responsible for the overall country relationship with the Government, decisions relating to the financing strategy, Technical Assistance, Knowledge products and portfolio management. Technical staff are mapped to the Global Practices (GPs) and are responsible for the technical dialogue related to advisory services, analytical studies, and specific projects (in the pipeline and under implementation).
The CMU portfolio management team comprises a Resident Representative (RR), an Operations Officer, a Financial Management Specialist and administrative support staff based in Thimphu; the Operations Officer works under the guidance of the RR. The CMU and the Department of Macro-Fiscal and Development Finance (Ministry of Finance) jointly conduct tripartite portfolio reviews every six months with the implementing agencies. These reviews focus on selected projects and address cross-cutting portfolio implementation challenges. In addition to the semi-annual reviews, the CMU portfolio team engages with the Global Practice (GP) technical teams at the individual project level throughout the year, and in particular during regularly scheduled missions, in order to focus on implementation issues, disbursement ratio and achievement of agreed results and impact.

Duties and accountabilities:
(1) Support to Visiting Missions: (i) mission announcements/meeting planning, preparation and arrangement: in coordination with government officials to ensure meetings are planned in coordination with the Country Manager’s calendar following the proper protocol and logistical arrangements; (ii) Mission logistics: in coordination with travel agent, make sure transportation needs, hotel reservations are met for visiting missions; (iii) Liaise with Counterparts to process visa applications timely and dispatch necessary documentations to visiting mission teams to facilitate their arrival; and (iv) assist visiting missions by providing guidance to address issues they may be facing in the conduct of their official business.
(2) Security Focal Point: Coordinate health/security related issues with the relevant World Bank staff. Manages day-to-day security-related matters supported by the Country Security Specialist (CSS) and Local UN Security Officer. Reports all security-related incidents involving World Bank staff and their dependents to the RR or CM and CSS. Conducts residential security assessment for international staff, with the guidance of CSS and UN Security Officer. Organizes security briefing in coordination with the CSS. Supports the RR or CM in clearing missions, the selection of Hotels for visiting missions, the choice of venues for events and the selection of Car services to be hired for missions.
(3) Financial accounting: Serve as a backup to assist with financial accounting issues including transactions, controls, and reporting.
(4) Any other duties assigned by the RR or CM.
The successful completion of duties and responsibilities requires frequent interaction with both internal and external stakeholders. The internal stakeholders include staff in the Bhutan Country Office; visiting missions; Budget, Performance & Strategy Team; HR Business Partner; Health Services Team; Security Officer within the Country Management Unit (CMU). The external stakeholders include Government and Country Officials, Development Partners, Private Sector representatives, Civil Service organizations, Consultants and Vendors.
Reporting to the head of the office and Security Specialist as the main point of contact for coordinating field mission planning and issuing Country Clearance once the required security planning measures are in place. Additionally, She/he will act as the Security Focal Point.
Selection Criteria
Minimum bachelor’s degree and 2 years of relevant experience.• Proficiency in English and Dzongkha (verbal and written), including ability to take notes during meetings, draft a variety of correspondences and edit written materials using proper grammar, punctuations, etc.• Demonstrated discretion and good judgment when exposed to confidential and sensitive information.• Experience in office management and/or financial accounting is a plus.• Exposure to training in WB or other Development Agency’s mission preparation, clearance procedures and security protocols is a plus.
Competences: In addition to the above, the successful candidate should demonstrate the following competencies:• Technology and systems knowledge - Exhibits excellent knowledge of Microsoft Office applications and proficiency in using technology or/and IT tools and systems relevant to the work environment. • Demonstrates good organizational skills, ability to plan and prioritize own work and work of internal clients. • Ability to manage time, anticipate potential bottlenecks, set priorities according to the office agenda and objectives. • Ability to interact with UN and Security Officer, Hotel Operations Officers.• Multitasking and proactiveness – Ability to work with different requests from internal and external clients, meeting deadlines and providing quality work for all tasks requested. Being proactive and able to alert colleagues in advance on potential issues before they occur.
