The People Vertical

The People Vertical (former Human Development) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs and gender. Unit Context and the JLN

The Health Global Practice is seeking to hire an Extended Term Consultant (ETC) based in Washington, D.C., reporting to the Unit Manager under the supervision of the Global Program Lead for Knowledge and Learning, to support its engagement with the Joint Learning Network for Universal Health Coverage (JLN) within the Learning and Knowledge Program (LAKP). 

The JLN is an innovative learning platform where practitioners and policymakers co-develop global knowledge that focuses on the practical “how to’s” of achieving universal health coverage. Over the past 15 years, the JLN has evolved into a unique, innovative, country-led and country-driven platform that assists countries to accelerate their improvement efforts and co-develop practical knowledge and global public goods that many can benefit from. As of 2025, the network includes policymakers and practitioners from 41 diverse countries from around the globe. The JLN’s activities are facilitated through member-defined technical initiatives, currently focusing on Primary Health Care, Population Coverage, Information Technology (IT), Provider Payment (PPM), Quality and Health Financing. Through these initiatives, JLN countries have demonstrated the power of the JLN’s collaborative learning approach – by going from ideas to action to implementation of system improvements. 

The World Bank is a founding partner of the JLN and supports close country engagement of the network, as well as facilitates the Digital Health, Climate-Smart Health Systems, Health Emergency Preparedness, Domestic Resource Mobilization, Leveraging Resources For Efficiency, Reimagining PHC learning collaboratives, and a forthcoming learning activity on Nutrition.  

The ETC will work closely with the broader LAKP team and the core WB JLN team to support technical facilitation of the JLN collaboratives and communities of practice supported by the World Bank and coordinate closely with JLN country members and World Bank country task teams, to facilitate their closer involvement in the JLN. The ETC will work under the guidance of the task team leaders of the World Bank JLN team. The ETC is expected to be a self-starter with good background knowledge of health systems and health financing, strong facilitation skills, and experience in program management. 

DUTIES AND ACCOUNTABILITIES 

Coordination and Oversight of Technical Facilitation for JLN Activities
• Oversee the timely and successful planning and execution of all in-person and virtual JLN activities including coordination of logistics, technical facilitation, and pre- and post- communications with participants and relevant stakeholders
• Facilitate timely and high-quality delivery of activity outputs (e.g. knowledge products or others as appropriate) that capture inputs from country practitioners
• Promote and coordinate the adaptation/contextualization and implementation of JLN knowledge at the country level, closely coordinating with World Bank technical experts, country teams and other partners as appropriate
• Coordinate follow up for country pairing activities as appropriate
• When needed, undertake technical facilitation of JLN collaboratives and/or other learning activities in close collaboration with technical experts

Coordination and Oversight of Country Engagement and Network Governance Activities in close collaboration with the JLN Network Manager team 
• Coordinate with the core WB JLN team and the network manager team to ensure:
      o The timely delivery, analysis, and presentation(s) of findings of the JLN annual outreach survey and follow up calls with JLN member countries
      o Proactive and accurate tracking and support for active status of JLN Country Core Groups
      o Delivery of appropriate activities related to onboarding of associate member countries and transition of associate member countries to full member countries
• Contribute to country engagement communication activities including website maintenance, Country Core Group Newsletters, Steering Group newsletters, and Knowledge Product Showcase Webinar Series
• Support organizing teams on Steering Group and Steering Group Sub Group meeting preparations
• Participate in Technical Facilitator Community of Practice and Steering Group Sub Group discussions as appropriate
• Provide insights for network manager team on monitoring and evaluation, documentation of impact, communications and Joint Learning Fund activities

Coordination and Integration with Broader World Bank Teams 
• Coordinate with the broader LAKP team to ensure cross-pollination of outputs, communities, approaches with WB teams and processes between JLN and other areas of work within the LAKP
• Work with the LAKP Implementation Research and Evaluation team document JLN activity impact
• Closely coordinate with JLN country members and World Bank country teams to ensure that JLN countries are well supported and effectively linked with the JLN. 
• Support and work closely with the LAKP team, JLN core team, other technical facilitators, CCG coordinators (where they exist) and contribute to the capacity building and enhanced performance of the World Bank JLN team.
• Undertake the timely drafting of narrative reports for periodical reporting in Operations Workspace as well as for internal management needs

Coordination with External Stakeholders
• Undertake the timely drafting of narrative reports 
• Coordinate communications with external partners as directed by JLN TTL(s)

Day to Day Program Management of JLN Activities
• Coordinate with JLN TTL(s) to assess team bandwidth, workload and timelines for broader JLN activities
• Review and approval of timesheets
• Onboarding of new team members as appropriate
• Coordinate with JLN TTL(s) to draft proposals, draft budgets, and report on progress as appropriate
• Coordinate with WB JLN Core team and LAKP team to stream line reporting and tracking of activities and deliverables.

Selection Criteria

The ideal candidate for this position will be a highly motivated individual with a background in health financing, health policy and/or health systems. Successful candidates will have strong interpersonal skills, ability to work effectively as part of a team, program management experience, analytical ability, and communication and presentation skills.

• Minimum Education: Master’s degree in Public Health, Health Economics, Health Management, Public Policy, Business Administration, or a related field.
• Knowledge of and strong interest in adult learning methods, peer and social learning approaches and networking models 
• Prior experience implementing global learning programs
• Familiarity with the WBG work on global health and respective stakeholders is a plus 
• Excellent written and verbal communication skills, including the ability to present ideas clearly and concisely, engage in a strategic dialogue with key stakeholders (internal and externa). Excellent written and spoken English essential; fluency in a second language is a plus.
• Ability to coordinate teams of diverse profiles, set priorities and handle competing time and resource demands
• Demonstrated ability to work as a team member and independently
• Enthusiasm, energy, and composure under pressure.
