Colombia serves over 50 million citizens across diverse geographies, from coastal plains to Andean highlands. The country has achieved sustained economic growth, yet faces persistent transport challenges—rural connectivity gaps, urban congestion in Bogotá and Medellín, and infrastructure vulnerabilities to climate shocks. Colombia’s commitment to sustainable transport includes national road and rail expansions, waterway modernization on the Pacific and Caribbean coasts, and electric and bus rapid transit systems in major cities.
The LAC Transport Unit (ILCT1) stewards a portfolio exceeding USD 110 million in Colombia. It supervises flagship investments—the First Bogotá Metro Line (8901‑CO; USD 70 million) and the Pacific Waterway Connectivity Project (8798‑CO; USD 41.9 million)—and prepares financing for the Second Bogotá Metro Line (FY25 board). ILCT1 also delivers analytic and advisory services (ASAs) on multimodal infrastructure, urban mobility planning, railway regulation, and climate resilience. The Unit collaborates closely with national and subnational authorities, private sector partners, and development agencies to advance integrated transport solutions, improve institutional capacity, and leverage private finance for sustainable outcomes..
The selected candidate will report to Bianca Bianchi Alves, Transport Practice Manager, ILCT1.
Job Duties and Responsibilities:
The Extended Term Consultant based in Bogota is expected to work on ongoing lending projects, ASA programs, and discussions on various modes of transport, with a focus on the subnational road sector and urban mobility. The position requires the candidates to be able to support the dialogue with counterparts, and effectively contribute to coordination with the Country Management Unit and teams in other sectors.
Specific objectives:
• Project preparation and supervision. Lead drafting of project documents: Concept Notes, Project Appraisal Documents, Aide‑Mémoires, Implementation Status and Results Reports (ISRs), and Implementation Completion and Results Reports (ICRs). Review and enhance counterparts’ and consultants’ deliverables, ensuring Bank standards. Coordinate with country management, safeguards, and fiduciary teams. Participate in and organize missions and stakeholder meetings. Support ILCT1 Transport Specialists in investment supervision. Independently conduct targeted research, draft briefing materials and presentations, and follow up on supervision action plans.
• Analytical support. Independently Conduct sector monitoring and policy research. Track laws, regulations, and transport trends nationally and internationally. Prepare analytical briefs on multimodal connectivity, urban mobility, and climate‑resilient infrastructure. Contribute to the design and implementation of analytical and advisory (ASA) engagements.
• Consultancy management. Work independently to define, draft, and finalize TORs. Manage procurement processes for single‑source and competitive contracts. Carry out technical evaluations and participate in selection committees. Organize kick‑off and periodic check‑in meetings. Review and synthesize consultant outputs. Coordinate stakeholders—including government counterparts, steering committees, and internal teams—to ensure timely, high‑quality deliverables.
• Portfolio coordination. Support TTLs on end‑to‑end execution of ASA projects. Track budgets, schedules, and resource allocations. Liaise with procurement and finance units to process payments and contract amendments. Consolidate inputs for Progress and Final Reports.
• Communication. In coordination with TTs and CMU communications specialists, lead drafting of blogs, technical articles, talking points, and presentations. Produce internal and external reports on project progress and lessons learned.
Selection Criteria
The selected Consultant must comply with the following criteria:
• Master’s degree in transport planning, urban development, engineering, economics or related field.
• Minimum eight (8) years of relevant experience in transport policy, project preparation, and implementation.
• Proven experience with World Bank or other MDB operations.
• Technical expertise in urban mobility, multimodal infrastructure, and transport regulation.
• Fluency in Spanish and English; excellent writing and presentation skills.
• Willingness to travel within Colombia and occasionally to Washington, D.C.
