Education in Cambodia:

The Education Global Practice (GP) of the World Bank Cambodia Office currently engages in a variety of activities, including project preparation, implementation and supervision, trust fund implementation, scientific research, technical assistance, and a broad spectrum of advisory services. Specifically, the team supports three ongoing operations – First and Second Higher Education Improvement Projects (HEIP, HEIP 2), and General Education Improvement Project (GEIP). Ongoing projects are implemented by the Ministry of Education, Youth, Sport (MoEYS) and financial support from the World Bank. There are also two pipeline projects: the Basic Education Improvement Project (BEIP) and a JSDF funded Early Childhood Education project, In addition, World Bank team conducts multiple studies related to basic education.

We are seeking an Extended-Term Consultant (ETC), level EC2, based in Phnom Penh, Cambodia. The initial contract duration is 12 months, with the possibility of extension up to three years, subject to funding availability and satisfactory performance. The position reports to Practice Manager for East Asia and Pacific based in Washington DC. 

Duties and accountabilities:

• Support ongoing and new education projects by assisting in the implementation of World Bank-financed initiatives like GEIP and HEIP2, as well as contributing to the preparation of new projects such as BEIP and potential Trust Fund-funded programs.

• Provide technical expertise in the preparation and execution of Advisory Services and Analytics (ASA), while ensuring recommendations and solutions are adapted to the local context and client needs using global knowledge and insights on education.

• Collaborate with the Cambodia Education team to deliver the work program, take the lead on specific tasks when needed, and ensure compliance with corporate requirements, including supervision and closing reporting, as well as responding to requests from the Country Management Unit and global corporate teams.

• Build and maintain partnerships with key stakeholders, including development partners, NGOs, and research institutions, to strengthen networks at the local and regional levels and support knowledge-sharing efforts.

• Respond to ad hoc information requests from World Bank colleagues, managers, government counterparts, and external partners while applying strong analytical, communication, and organizational skills to support education sector initiatives in Cambodia.

Selection Criteria

• A Master’s or Ph.D. in Education, Economics, Public Policy, or a related field, with at least 5 years of relevant experience working with or advising education authorities. Experience should include involvement in education policy formulation, program implementation, or sector analysis.

• Strong experience in coordinating field research and pilot projects, including data collection, stakeholder engagement, and the implementation of evidence-based education initiatives. Ability to synthesize research findings into actionable recommendations for policymakers and development partners.

• Proven ability to engage in effective policy dialogue with government counterparts, education stakeholders, and development partners. Experience working with ministries, agencies, and donors to develop and implement education policies and programs is highly desirable.

• Demonstrated ability to think strategically and analyze complex information from diverse sources. Strong problem-solving skills and the capacity to provide well-informed recommendations for improving education sector outcomes.

• Excellent oral and written communication skills in English and Khmer, with the ability to prepare high-quality reports, policy briefs, and presentations on complex topics. Strong ability to communicate persuasively and present ideas clearly to technical and non-technical audiences.

• Experience working in multicultural environments, collaborating with diverse teams, and navigating complex institutional settings. Prior experience with development organizations, donor-funded programs, or aid agencies is highly desirable. Familiarity with World Bank Group (WBG) operations, policies, and procedures is an advantage.
