Division Chief, Strategic Development Effectiveness

About this position
We are looking for a dynamic and innovative Strategy Development leader who will help us change people’s lives in Latin America and the Caribbean by analyzing the effectiveness of our development projects and setting standards for higher impact.
The Office of Strategic Planning and Development Effectiveness (SPD) offers technical guidance to the Bank's Executive team on implementing the new management-by-results model, which measures the effectiveness and efficiency of Bank products. Within SPD, the Strategic Development Effectiveness Division (SDV) analyzes the effectiveness of the Bank's development products. SDV also sets standards and methodologies for their design and closure, ensuring that these products can demonstrate measurable results upon completion. Its function complements the work of the other two divisions within SPD, which are responsible for monitoring and planning and quality assurance of IDB operations, considering strategic selectivity, sectorial view, and appropriate choice of lending instrument.
What you’ll do:
Provide leadership and direction for the primary responsibilities of the Division: Continue developing standards, methodologies, and metrics, reflected in regulations, guidelines, tools, training, and publications, for achieving, assessing, and reporting development effectiveness at the IDB. Providing strategic guidance, evidence-based technical support, and expert assessments on: i) operations design and execution, ii) project closure assessments, iii) impact evaluation, iv) economic analysis, and other aspects related to development effectiveness. Contributing to the design of operational policies and procedures to assess the quality of the design of IDB supported operations for improved development results. Generating and disseminating knowledge relevant to development effectiveness in collaboration with operational areas of the Bank. Participating in the Bank’s knowledge agenda, including prioritizing resources for impact evaluations and development effectiveness assessments. Provide strategic and analytical leadership and direction in development effectiveness, impact evaluation, and economic analysis at the IDB. Lead the monitoring of the Development Effectiveness Policy Framework. Coordinate the adequate functioning of the IDB's Development Effectiveness System and collaborate with other departments of the Bank to ensure the development effectiveness of IDB’s operations. Lead institutional discussion on development effectiveness with the IDB Group’s Office of Evaluation. Developing and providing capacity building focused on development effectiveness internally to Bank staff and management and to our client countries. Mentor staff and develop instruments that reward collaboration. Coordinate with other multilateral organizations on development effectiveness issues. Provide feedback and guidance to optimize performance and ensure compliance with the Bank's workplace policies.What you'll need
Education: Master's degree or equivalent education in economics, public policy, business administration, or areas/fields relevant to the Bank's operations. Ph.D. preferred. Experience: At least ten (10) years of work experience relevant to the duties and accountabilities of the position, with a minimum of five (5) years of relevant international experience. Proven management record in similar positions, including supervising technically multidisciplinary solid teams. Languages: Proficiency in English is required and in Spanish desired. Additional knowledge of Portuguese and/or French is a plus.Key skills
