Purpose of Job

The Procurement Director is responsible for the delivery of the Bank’s commitments in regards to Procurement in all its activities as enunciated in the Articles Establishing the Bank and the commitments of the Procurement Policies and Rules.

The role has the overall responsibility for determining the strategic direction and operational objectives of the Procurement Policy and Advisory Department. Working closely with ExCom members and senior management across EBRD, the Director of Procurement ensures that the Procurement function of the Bank is equipped with the adequate staff, policies, guidance, and tools to ensure that tendering and contracting financed by the Bank is carried out in accordance with the agreed procedures. This major role includes to achieve optimum efficiency, cost effectiveness and timely completion of operations financed by the EBRD and to mitigate and minimise negative reputational impacts of procurement issues. The Director also represents management vis-à-vis the Bank’s Board of Directors on all procurement issues related to Bank Operations.

Accountabilities & Responsibilities

  • Provides leadership, vision and long-term strategy to the PD and the procurement function to achieve its objec-tives and goals.
  • Leads the review, development and interpretation of the procurement policy and oversee its implementation, in both public and private sector projects.
  • Responsible for the development of appropriate business process models in order for the team to deal with the diverse political, sector and geographic complexities of investment projects.
  • Provides leadership and vision to the team and is responsible for all aspects of managing, supporting and de-veloping the team to deliver the team strategy and objectives.
  • Informs the Board on procurement issues, ensuring complex technical information is communicated and accu-rate.
  • Protects the Bank from major reputational procurement damage, while supporting work on complex and chal-lenging projects.
  • Leads and oversees the production of EBRD’s annual Procurement Report and presents to the Board of Direc-tors.
  • Liaises with the Chief Compliance Officer regarding possible procurement-related fraud and corruption cases in Bank financed projects.
  • Manages the reviews of procurement complaints to ensure transparency and accountability in the processes.
  • Carries out high level problem solving on unique high risk challenging projects and determine the optimal out-come using professional judgement and experience.
  • Provides effective leadership in the development of best practice in reviewing gaps and providing solutions.
  • Promotes a partnership approach to ensure effective co-operation and working relationships between PPAD and other departments in the Bank.
  • Maintains an external network to ensure that EBRD is aligned with harmonised procurement practice.
  • Educates, coaches and aligns individuals in the team with the Bank’s work, decisions and objectives.
  • Directly accountable for the engagement and effective overall management of departmental staff including re-cruitment, compensation, performance management, coaching and development.
  • Champions and role models the Bank’s Behavioural Competencies and Corporate Behaviours, ensuring adher-ence within the team(s) so that the highest standards of integrity and ethical conduct are exhibited at all times.

    Knowledge, Skills, Experience & Qualifications

    • Extensive practical project-based experience - gained in the EBRD or another IFI financed projects,
    • A Masters level in Business Administration, Engineering or Law., or equivalent experience.
    • Proven extensive experience leading a function and multi-disciplinary team.
    • Proven track record of formulating strategy and policy objectives.
    • Demonstrated experience working on large complex infrastructure projects.
    • Proven experience communicating complex technical environmental and/or social issues to a wide range of in-ternal and external stakeholders.
    • Demonstrable significant professional judgement, based on extensive practical experience and and problem solving skills.
    • Strong partnership skills to enable positive engagement with teams throughout the Bank and contribute to the cohesiveness of the Bank's departments.
    • Excellent leadership, management and communication skills combined with an ability to motivate professionals to deliver business objectives effectively in a multi-cultural, results oriented organisation.
    • Significant people management skills, including workforce and resource planning.
    • Good team coaching skills, particularly relating to the development of teams.
    • Knowledge of operations in regions where the EBRD is expanding its remit.
