OVERVIEW: Winrock International is inviting applications for the position of Director of Finance for the U.S. Agency for International Development (USAID)-funded Esho Shikhi (Come and Learn) Activity in Bangladesh. Esho Shikhi is a five-year project (2021–2026). The overall objective of Esho Shikhi is to improve the Bangla reading skills of Grade 1 and Grade 2 students and develop them as independent readers. Esho Shikhi works to increase learning opportunities, improve quality education, and build the capacity of communities to support education and respond to disasters. POSITION SUMMARY: The Director of Finance (DF) will be responsible for the program's operations and leading finance. S/he will lead overall financial compliance with Winrock International’s internal policies and protocols, as well as USAID policies, under the leadership of the Chief of Party. These functions will be done in coordination with the Winrock home office, the project technical team, and program staff. This is a senior management position that reports directly to the Esho Shikhi Chief of Party, with the dotted line reporting to the International Controller. The position supervises the Sr. Finance Manager, Senior Accountant, Junior Accountants, and Grants and Contracts Manager. The DF will be responsible for maintaining Winrock’s financial integrity, preparing all financial reports efficiently and in accordance with international accounting standards followed globally, local government regulations, Winrock policies and procedures, and donor requirements throughout the life of the project. Specific responsibilities include, but are not limited to: ESSENTIAL RESPONSIBILITIES: Coordinate with the Chief of Party (COP) in the financial management of the technical components, providing programmatic guidance, and overseeing the strategic financial planning of activities in support of the project goals and objectives. Manage the accounting and finance components of the project in Bangladesh, including the various petty cash funds and field-staff finance, accounting, and administrative activities. Support COP, along with Winrock’s Home Office and field team, to prepare and submit timely and accurate activity, financial, and procurement reports; ensure results-oriented technical components and high-quality and timely deliverables and reports, focusing on synergistic coordination of all financial areas. Ensure submission of the monthly financial report package, including bank statements, schedules, and reconciliations, to the home office and regional office following established formats and due dates. Contribute to quarterly budget projections and reports. Support the Chief of Party on financial operations and compliance needs and identify, manage, and resolve risks. Manage internal and external audits, including donor audits; ensure financial files and support are available during annual audits; and ensure audit findings are resolved in a timely fashion. Oversee the review of reports generated from QuickBooks, ensuring transaction descriptions, GL codes, and project codes are accurate. Develop procedures for monitoring and analyzing project budgets that allow accurate projections of expenditures and comparisons of actual and budgeted spending. Work closely with Winrock’s project management staff in the US to ensure effective, timely, and coordinated project implementation and operations. Administer the project's financial control procedures, ensuring compliance with Winrock's established accounting principles, local laws, and donor regulations. Oversee payroll procedures for national staff, administer payroll, and monitor employee timekeeping. Coordinate with the regional office in Manila for the recruitment of finance personnel. Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees. Evaluates and verifies employee performance through the review of completed work assignments and work techniques. Oversee the timely submission and review of the grantee's monthly financial and cash liquidation reports. Other duties as assigned. REQUIREMENTS AND QUALIFICATIONS: Education: A minimum master's degree in accounting, finance, international development, public or business administration, governance, or relevant fields of study related to the project's sector. Experience: At least seven years of experience in senior-level management positions for donor-funded international development projects. Senior-level management experience on USAID projects is strongly preferred. Strong skills and knowledge of USAID rules and regulations (finance, procurement, human resources, etc.) A minimum of 10 years’ progressive financial management and grant management experience on international development projects. At least 4 years’ experience with the financial management of a USG-funded contract or cooperative agreement. Demonstrated working knowledge of USG rules and regulations, particularly the code of federal regulations (2 CFR 200 and 2 CFR 2900) and the Federal Acquisition Regulation (FAR). Proven experience managing the finances of large ($20 million) projects. Demonstrated ability to implement a financial system for development projects. Excellent written and oral communication skills in English and Bangla are required. Strong analytical and computer skills, especially with accounting software, spreadsheets, and financial analysis. Familiar with QuickBooks and other computerized accounting systems. Excellent leadership, problem-solving, teamwork, and interpersonal skills are required. Experience coordinating with other international organizations. Demonstrated competence in negotiation and communication. Strong organization and prioritization skills, interpersonal skills, and attention to detail. SALARY: Salary will be commensurate with qualifications and experience. Excellent benefits are offered.
