Project Summary The five-year, $23 million Millennium Challenge Corporation (MCC)-Belize-funded project, Equipping Secondary Educators Program Partnership, aims to improve the quality of secondary school educational leadership and teaching in Belize through capacity building and providing teaching and learning resources. Position Summary RTI is seeking a qualified Director of Finance & Operations to oversee the full range of project operations, including financial management, procurement, human resources, communications, logistics, security, and field operations. This position will be based in Belize City, Belize and is contingent upon award. Responsibilities Your primary responsibilities will include but not be limited to: Lead the finance and operations team, overseeing all aspects of financial management, human resources, logistics, procurement, administration, information technology, and reporting functions, while ensuring strict adherence to RTI and MCC/MCA policies, procedures, and compliance standards. Supervise the preparation and submission of financial statements, cost accounting reports, and pipeline estimates while coordinating monthly, quarterly, and annual expenditure projections to support effective financial planning and reporting. Ensure compliance with RTI and MCC financial and accounting policies by establishing and maintaining robust systems and cost-effective procedures for cash management, vendor payments, budgeting, and financial reporting, ensuring strong internal controls. Manage and monitor subcontracts with local partners, ensuring compliance with contractual terms, timelines, and deliverables. Provide training and guidance to staff, including subcontract finance managers, and the Team Leader on financial and operational management. Lead operational support during project start-up and close-out phases, including establishing the project office, setting up bank accounts, and ensuring efficient operations, logistics, and staff administration. Ensure the project’s budget and work plan are consistently aligned with program leadership priorities and objectives. Qualifications Bachelor’s degree with at least 12 years of relevant experience, or a Master’s degree with a minimum of 10 years of experience in business administration or a related field. Progressively responsible experience implementing donor funded projects that are similar to this activity in terms of complexity, scope, and budget preferred. Proven experience working with government entities, including collaboration with ministries, private sector leaders, and other key stakeholders to support program development and implementation across sectors. Demonstrated skills in building, mobilizing, and leading multidisciplinary teams effectively. Strong problem-solving skills with the capacity to address and resolve sensitive or complex work issues, particularly in collaboration with senior government officials, donor representatives, and other high-level stakeholders. Demonstrated ability to manage multiple priorities and deliver results under pressure in fast-paced environments. Exceptional communication and interpersonal skills, with the ability to establish and maintain strong relationships with stakeholders. Prior experience working in Belize or in similar contexts is preferred. Fluency in in English required and proficiency in Spanish preferred.
