BACKGROUND: The U.S. Agency for International Development (USAID)-funded Fight Slavery and Trafficking in Persons (FSTIP) Activity in Bangladesh is a five-year project (2021-2026) implemented by Winrock International. The overall objective of the FSTIP Activity is to reduce vulnerability to human trafficking, child early forced marriage and unions, and support human rights. The goal of FSTIP is to: Enhance the systems, capacities, and sustainability of justice sector actors and institutions. Prevent human rights violations and increase awareness of trafficking in persons (TIP) and child, early, and forced marriage and unions (CEFMU); and Strengthen the protection of TIP and CEFMU victims. This is a local/national position and is not eligible for international allowances or relocation allowances. POSITION SUMMARY: The Director, Finance and Operations (DFO) will be responsible for overseeing all financial accounting services for the FSTIP project. This is a senior management position that reports directly to the FSTIP Chief of Party and will also coordinate with relevant Winrock home office staff and the Regional Operations Manager in the Philippines. The position directly supervises the Senior Grants Manager, Procurement Manager, Operations & Administration Officer, Office Manager, two Accounts Officers, and Finance & Operations Officer. The DFO will be responsible for maintaining Winrock’s financial integrity; preparing all financial reports efficiently and in accordance with international accounting standards followed globally; and complying with local government regulations, Winrock policies and procedures, and donor requirements throughout the life of the project. In coordination with all technical and operational units, the DFO will contribute to internal planning, management/operations, and coordinate across FSTIP programs. ESSENTIAL RESPONSIBILITIES: Management of the accounting and finance components of the FSTIP project in Bangladesh, including petty cash funds and field staff finance and accounting. Coordinate banking relationships, ensuring bank account signatories are in accordance with the Power of Attorney and banking policies and procedures, including compliance with online banking procedures. Ensure consistency and compliance with Winrock standard operating procedures, policies, and accounting principles, and USAID rules and regulations. Support operational and financial programs in FSTIP operational areas. Review reports generated from QuickBooks, ensuring transaction descriptions, general ledger codes, project codes are accurate. Submit monthly financial report packages, including bank statements, schedules and reconciliations to the home office and regional office following established formats and due dates. Develop procedures for monitoring and analyzing project budgets that allow accurate projection of expenditures and comparisons of actual and budgeted spending. Submit monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations. Review all vouchers prepared by the accounts officers (disbursement, receipt, and general journal vouchers) for expenditures and ensure that expenses are reasonable, allowable, and allocable to the project. Contribute to quarterly budget projections and reports. Liaise with the Chief of Party to ensure the project needs are being met in terms of finance, accounting and contracts. Manage internal and external audits, including donor audits; ensure financial files and support are available during annual audits; ensures audit findings are resolved in a timely fashion; Oversee payroll procedures for national staff, administer payroll, and monitor employee time keeping. Oversee finance administration in Dayforce system, ensuring accurate information and reports are provided and extracted. Partner with Regional HR Representative in implementing and maintaining efficient and effective workflow processes for HR services including Dayforce, recruitment, on-boarding, promotion, training, and terminations. Participate in People and Culture Learning Network looking at HR best practices in various fields, e.g. talent & acquisition, performance management, compensation & benefits, peer learning, and establishing a network of resources with HR focal persons in Bangladesh. Ensure monthly accruals of employee benefits, and preparation of leave trackers, severance, and other schedules. Provide oversight to the Senior Manager, Grants in grant solicitation, selection, award, implementation, monitoring, and close-out. Support the Senior Manager, Grants in ensuring the proper due diligence in determining awardee eligibility and the preparation and execution of grant documents and grant disbursements consistent and compliant with USAID and Winrock’s awards management policies and procedures. Oversee the timely submission and review of grantees’ monthly financial and cash liquidation reports. Provide oversight to the Senior Manager, Grants on audits of grantees if/as needed. Provide oversight to the Manager, Procurement on procurement process. Lead all the FSTIP procurement for smooth operation. Provide oversight to the office manager on various operational and administrative issues. Lead the administrative team. Lead the process of inventory management and management of other project supplies. Ensure that records retention/filing systems policies are consistently followed throughout the life of the project. Serves as the project’s safety and security focal point. Travel frequently to project areas as required and advised by the Chief of Party Other duties and tasks as assigned by the Chief of Party QUALIFICATIONS: Education: University degree (B.A./B.S. or higher) in Finance or Accounting Work Experience: Minimum of ten years of increasingly responsible financial management experience; Knowledge of an experience in management U.S. Government and international organization funds, preferably for USAID projects Skills/Knowledge: Fluency in Bangla and English Strong oral and written communication skills. Knowledge and understanding of Bangladesh accounting and labor rules and requirements. Advanced knowledge of word processing, spreadsheet (Excel) and accounting software required Ability to manage multiple tasks and priorities, and attention to detail.
