Job description

The wetlands of Katavi National Park are threatened due to a lack of water entering the park from the Upper Katuma River Catchment. The project’s political partner, the Lake Rukwa Basin Water Board (LRBWB) (part of the Ministry of Water) wishes to improve its capacity in hydrological monitoring and water allocation in the Katuma catchment. This will also include the reestablishment of the Katuma Catchment Committee (KCC) for direct work with water users, primarily farmers.

Your tasks

Advise and practical training for employees of Lake Rukwa Basin Water Board (LRBWB) and Katuma Catchment Committee (KCC) to expand capacities in water resources management, water allocation, hydrological monitoring, and related areas Organizational development: support the reestablishment of the Katuma Catchment Committee in partnership with LRBWB Strengthening cooperation between LRBWB, KCC, Water User Associations (WUAs) in the Upper Katuma Catchment, and Mpanda Municipality Advise and support LRBWB and KCC to involve multi-sector representatives in decision-making Development of data-based decision-making guidelines for LRBWB and KCC, in particular for the issuance of Water Abstraction Permits Project management and oversight: Liaise between LRBWB and contractor who will build office building for LRBWB in Mpanda Municipality Manage coordination and communication between LRBWB headquarters in Mbeya and project activities in Mpanda and surrounding areas Serve as principal liaison between LRBWB and other implementing entities of the project; GIZ, International Union for Conservation of Nature, Rikolto, SNV

Your profile

Completed university degree in water resources management, international development, organizational development, environmental management, biodiversity, agricultural management, or related field Several years of experience in Sub-Saharan African countries, in East Africa would be an asset Technical experience in integrated water resources management, water allocation, hydrological monitoring and data collection, water governance and decision-making Experience in project management and monitoring Experience in institutional strengthening, organizational development Strong communication, presentation, liaison, and interpersonal skills Ability to work independently and with self-accountability Business fluent in English, willingness to learn Swahili

Mbeya is a provincial city in the Southwest of Tanzania with a population of about 300,000. It has its own airport (Songwe Regional Airport) with daily flights to Dar es Salaam, as well as other national locations. Mbeya has both public and private hospitals within the city. There is also a zonal referral hospital for specialists, specialized clinics, and a regional hospital. Medical care is accessible in Mbeya, but specialized care would require treatment in Dar es Salaam. Mbeya has nurseries and preschools in the English language. It is also possible to hire a private Nanny. Mbeya also has several primary and secondary schools that teach in English. All secondary schools operate in English, however there are no international schools. Mbeya is in a mountainous region and hiking is available, there is also the Mbeya Valley Zoo, a coffee plantation, and Matema Beach in Lake Nyasa is about 3 hours away via car. The border with Zambia is about a 3-hour’s drive from Mbeya city.

The security situation requires heightened vigilance. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times. In some cases, there may be restrictions on freedom of movement that are specific to the environment in which the work is carried out. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment.
