About this position

The IDB’s new institutional strategy emphasizes the critical need to maximize the impact of our work, including a comprehensive transformation of how development effectiveness is integrated into our operations.

To this end, The Connectivity, Markets and Finance Division (IFD/CMF) is seeking a consultant to support project teams in the design, execution and development of project completion reports for their operations, ensuring quality and consistency across the unit.

The candidate will also work collaboratively on impact evaluations and knowledge products and will support the ongoing dialogue with counterparts in the Office of Strategic Planning (SPD) and The Office of Evaluation and Oversight (OVE), identifying and supporting training and dissemination opportunities in related matters.

What you’ll do:

  • Support in the development of the vertical logic of operations and the associated results matrix following development effectiveness guidelines.
  • Verification of a horizontal consistency with other results matrix of relevant operations to have a common thematic or sectorial narrative across the Division. This also implies coordination and dialogue with Division Product Leaders.
  • Coordination and quality control of the team of individuals conducting all Economic Analysis and Monitoring and Evaluation Plans that constitute annexes to Project Documents of the Division.
  • Support project teams in defining and obtaining the required information for a successful design, execution and completion of projects. This includes support in conducting descriptive analyzes of program data, including the assembly and identification of the most relevant variables.
  • Supervise status of Division’s PCRs and risks.
  • Coordinate with the Division Knowledge Coordinator on defining possible impact evaluations and knowledge products at Division level.
  • Assess the feasibility of developing easy-to-use quantitative models (implemented in Excel or other platforms) that can be used to analyze a standard project/component.
  • Support dialogues at both high level and at project level with counterparts in SPD and OVE.
  • Support identifying training opportunities for Division members in related subjects.

    What you'll need

    • Education: Master’s degree (or higher) in economics, statistics, public policy or related fields.
    • Experience: At least 5 years of progressive experience in studies such as economic analyses, CBA, CEA, Demand Analyses, Impact Evaluation and working knowledge of the financial sector
    • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

        Requirements:

        • Ciudadanía1: You are a citizen of one of our 48-member countries.
        • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
        • Remote Modality: The selected candidate will not provide services from the Bank’s office and will not be provided a physical space on the premises of the Bank’s Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank’s office. Access to the Bank’s systems will be arranged in coordination with the Bank.
