The Office of the Secretary-General (OSG) supports the Secretary-General in implementing his vision and priorities for the Organisation to:

  • Optimising the strength and the quality of the economic recovery of the post-COVID recovery while responding to the economic and social impacts of the war in Ukraine;
  • Leadership on climate action to help secure global net-zero by 2050 in a way that is effective and fair;
  • Seizing the opportunities of the digital transformation while better managing some of the associated risks, challenges and disruptions;
  • Helping to ensure well-functioning global markets and a global level playing field with a rules-based trading system in good working order; and
  • Global engagement: advancing OECD standards, through membership and partnerships and a sound approach to development.

    We provide high quality advice and support to the Secretary-General to achieve a coordinated and innovative approach to the development and implementation of the OECD’s work. We do this by forming timely and well-founded advice, consulting and coordinating with Members, with Deputy Secretaries, and across Directorates, and fostering a high functioning Organisation.

    The Office of the Secretary-General is looking for a Deputy Head of Protocol and Resource Management to support the functioning of the Office of the Secretary General on protocol and resource management. In particular, he/she will contribute to the smooth running of all protocol and event management activities and the coordination of OSG resources in collaboration with the Head of Protocol and Resource Management. He/she will report directly to the Head of Protocol and Resource Management and will work in close collaboration with the senior management team.

    Main Responsibilities

    Protocol and High Level Events

  • Provide protocol support to the Secretary-General, Deputy Secretary-Generals and delegations for all high-level visits and events. Prepare the stage management and oversee VIP movements on site for high-level events.
Support all operational and protocol aspects of the MCM, GSG and other OSG led high-level Meetings. Assist with the preparation of draft agendas, talking points and information sessions and notes for delegations in relation to these events.Support the Head of Protocol in the co-ordination of the internal task team (catering, security, communications, interpretation, welcome desk).Co-ordinate the internal Volunteer Network for high-level events. Manage and support the volunteers and provide the necessary training and run the information sessions.Support incoming enquiries on protocol matters; maintain good working relations with protocol services in delegations, embassies, cabinet offices and the Quai d’Orsay.Maintain regular contact with relevant directorates to keep OSG senior management abreast of upcoming high-level events. Provide guidance and assistance to directorates on their high-level events to ensure corporate standards on protocol. Prepare specifications for these events in close co-ordination with OECD support services and the relevant directorates.Provide assistance and act as a back up to the Head of Protocol and Resource Management as required.

Resource Management and Liaison

Assist and advise members of the senior management team on the implementation of the Programme of Work and Budget, oversight of human and financial resource management needs and general administration in accordance with the applicable regulations and guidelines.Contribute to the oversight of recruitment procedures and to the strategic planning of OSG’s mid to long-term staffing needs.Contribute to oversight and provide guidance on the performance management review process and contribute to co-ordination of OSG’s efforts on skills analysis and career development.Contribute to corporate exercises in relation to operations, security, resource management and other areas as appropriate.Prepare and draft briefing notes on various matters for the attention of senior management and the Secretary-General.Oversee the the daily workflow of the Resource Management team in close coordination with the Head of Protocol and Resource Management.Raise issues as required with the Head of Protocol and maintain close coordination with OSG senior management.Provide assistance and act as a back up to the Head of Protocol and Resource Management as required.

Qualifications

Ideal Candidate Profile

Academic Background

An advanced university degree in business administration, human resources management, finance or a closely related field.

Professional Background

A minimum of five to seven years experience in a role with significant protocol, human and budget resource management responsibilities. Knowledge of the OECD’s structure, processes, regulations and administrative systems or experience in a similar role in another International Organisation would be an advantage.

Languages

Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

Two-year fixed term appointment, with the possibility of renewal.
