Deputy Chief of Party – Operations Bangladesh Feed the Future Water Management Activity POSITION DETAILS Winrock is recruiting a Deputy Chief of Party – Operations (DCOP-Operations) for an anticipated five-year U.S. Agency for International Development (USAID) Feed the Future Water Management Activity in Bangladesh. The Water Management Activity aims to address Bangladesh's interconnected water-related problems through a comprehensive watershed management approach, including improving environmentally compliant irrigation systems, introducing water-saving agricultural practices, expanding access to clean drinking water, and strengthening water management systems and regulatory enforcement. The DCOP-Operations will be responsible for overseeing project operations and implementation of diverse interventions, managing operations and administrative teams, fostering collaborative learning and adaptation, and ensuring project implementation and operations comply with USAID requirements. S/he will work under the leadership of the Chief of Party. This position is contingent upon award. ESSENTIAL RESPONSIBILITIES: Provide leadership in the implementation and operations of the project’s work to improve sustainable management of agricultural water, expand access to clean drinking water, and strengthen water management. Manage administrative and financial requirements of subawards and partnerships with local organizations, the private sector, government, and complementary donor programs that contribute to both sustainable and inclusive outcomes. Manage project facilities and equipment and oversee construction activities. Coordinate with the technical team to ensure program compliance, contribute to deliverables and reporting, and strengthen learning and collaboration Ensure high-quality and timely financial management and reporting. Work closely with the Monitoring, Evaluation, and Learning (MEL) team to ensure streamlined data collection and analysis. Understand and manage expected project results, including evaluation of ongoing operations as part of a collaborating, learning, and adapting approach. Oversee the operations for work of local and expatriate consultants and subcontractors fielded under the program (as assigned). Other duties as assigned. QUALIFICATIONS AND BACKGROUND: Education: Academic degree in water resources management or engineering, international development, business and finance administration, program management, or related field. Master's degree or higher strongly preferred. Work Experience: Minimum 8 years of professional experience managing and implementing international development projects involving water resources management, natural resources management, or engineering and construction, preferably with USG funded projects in Bangladesh. Experience managing administrative and finance teams and field teams, including training, capacity building, mentorship, and day-to-day management. Experience managing facilities and equipment for international development projects. Experience collaborating with government, local and national NGOs, and private sector actors. Skills/Knowledge: Strong knowledge of the political, social, cultural environment and power dynamics in Bangladesh. Familiarity with policy environments and governance structures to enhance water resources management. Knowledge of relevant sectors including water, agriculture, sanitation and health, energy, industry, transportation, and other economic sectors, in both urban and rural areas of Bangladesh. Knowledge of USAID policies and procedures related to project management preferred. Strong personnel management skills.
