About this position
The Fiscal Management Division (IFD/FMM) is looking for an economist, political scientist, public administrator, or related profession, to support activities of the division related to the mainstreaming of climate change into public investment management and subnational governments.
The objective of this consultancy is to hire an international consultant, with experience in fiscal management and subnational governments and public investment management in LAC, to support the Bank's team in ongoing initiatives related to both topics.
IFD/FMM supports the governments of LAC in their efforts to strengthen fiscal policy and management at both the national and subnational levels to promote economic growth and reduce inequality and poverty.
What you’ll do
Specifically, based on an activity plan developed by the Team Leaders at the beginning of the consultancy, the consultant will be responsible of:
- Support the program to lend to subnational governments (SNG) without sovereign guarantee in the fiscal component, seeking to incorporate climate change criteria in the prioritization of eligible projects.
- Support the elaboration of the second edition of the outlook of intergovernmental fiscal relations among levels of government, with a chapter devoted to the contribution of subnational governments to the climate change agenda.
- Contribute to the organization of a Regional Policy Dialogue during 2025 in Brazil showcasing good practices of the PROFISCO program with states and the PNAFM program with municipalities, including the incorporation of climate change.
- Contribute to update IDB’s Subnational Fiscal Information Platform, ensuring its smooth operation.
- Support other selected activities of IFD/FMM’s subnational cluster and the incorporation of climate change criteria.
- Conduct qualitative and quantitative analyses to assess climate change integration in public investment systems across the LAC region. Assist in developing surveys and interviews with public institutions, and in drafting and editing new IDB publications.
- Contribute to the IFD/FMM team’s technical assistance efforts to enhance public investment systems and integrate climate change criteria into public investment cycles in LAC countries. This includes participating in meetings with government institutions, drafting sections for new or revised guidelines and regulatory frameworks, and ensuring quality control of consultant deliverables.
- Assist in coordinating activities within the Network of Public Investment Officials in LAC countries (Red SNIP) and the Latin America Climate Change Platform (Plataforma de Cambio Climático). This involves organizing workshops and seminars, developing knowledge materials and presentations for meetings, and attending meetings, missions, and both virtual and in-person gatherings for these networks.
- Support research and development of new indicators to assess public investment management performance in climate change integration across LAC countries, using data from standardized Organization for Economic Co-operation and Development (OECD) and LAC country surveys, among other sources.
What you’ll need
- Education: Master’s degree in Economy, Political science, Public administration or other related profession.
- Experience: Minimum of 6 years of experience in work related to public investment management, climate change and/or decentralization and subnational governments.
- Languages: Fluent in Spanish and English (written and speaking).
