Manage the engagement in collaboration with Data Analytics and Business Applications (DABA) Team • Work with the UNJSPF/OIM’s Investment Management teams, Risk, Compliance, Legal, Procurement, Business Apps, Operations and IT to develop and implement the project • Analyse and evaluate requirements while providing functional expertise and guidance throughout the implementation project • Define the scope of the project in collaboration with business teams and overall project manager • Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project 2. Review of Governance Structure and Roles • Map existing data domains, owners, and stewards. • Evaluate current roles and accountability alignment. • Assess governance structure compatibility with ongoing data projects (Data Warehouse, AI, Centre of Excellence analytics). 3. Infrastructure and Technology Assessment • Evaluate current and proposed tools to support data governance (e.g. Collibra, Informatica, Snowflake). • Provide recommendations on suitability, integration, and governance features. • Support the evaluation of metadata management capabilities and interoperability across systems. 4. Schema and Data Architecture Support • Review and organize the schema for enterprise-wide datasets to promote consistency and discoverability. • Identify opportunities for schema harmonization across platforms. • Collaborate with relevant teams to map and validate entity relationships. 5. Data Inventory and Reporting Catalogue • Review and help update the inventory of datasets and data flows across business units. • Assist in the creation or improvement of a centralized catalogue of recurring and ad-hoc reports. • Establish traceability between data sources, transformations, and usage. 6. Data Classification and Quality Frameworks • Refine data classification standards (PII, licensed, confidential, public). • Develop and apply a scalable data quality audit approach. • Recommend controls for continuous monitoring and improvement. 7. Third-Party Data Review • Assess vendor data usage, entitlements, and contractual obligations. • Recommend governance improvements for integration of licensed and external datasets. 8. Stakeholder Engagement and Capacity Building • Conduct interactive workshops on governance principles and stewardship roles. • Provide training on the use of governance tools and practices. • Facilitate alignment between business, IT, risk, and legal teams. 9. Work LocationNew York [New York] Expected duration6 months Duties and ResponsibilitiesThe United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages approximately $90+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. OIM has developed and implemented a data and analytics strategy in alignment with best practices and in alignment with the Secretary General’s Data Strategy. This data and analytics strategy is the basis for the development of data governance, data quality, data ethics, data security, analytics and reporting at OIM. Fully realizing the data strategy and getting OIM’s data ready for advanced Artificial Intelligence (AI) tools requires a robust data governance structure and practices. To facilitate this work, the individual Contractor is expected to be familiar with standard concepts, practices and procedures with both data and investment management and can participate in all efforts to successfully develop a data governance for OIM. The contractor will be expected to: • Review the current data governance landscape, including roles, policies, and infrastructure. • Assess and advise on the adoption of technology platforms to support governance (e.g. Collibra, Informatica, Snowflake) • Improve enterprise understanding of data schemas, inventory, classification, and reporting. • Strengthen data stewardship, quality controls, and vendor risk management. • Build institutional awareness and capabilities through workshops and structured engagements. Qualifications/special skills• Advanced university degree (master's degree or equivalent) in a business, computer science or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of experience developing and implementing data governance policies and procedures, as well as successfully executing programs that meet or exceed expectations in a dynamic environment. Demonstrated experience of creating business value through data and analytics Demonstrated ability to work across business lines at a senior level to influence and effect change to achieve common goals Experience creating or implementing tools and capabilities to assist with data discovery & collaboration, data cataloguing, data governance, and data sharing Experience gathering and documenting data governance requirements Experience in developing/implementing/optimizing data Strong leadership skills and supervisory experience A strong record of customer service. The implementation consultant must understand customer needs and build effective relations Experience supporting Investment Management, primarily in Equities and Fixed Income with knowledge in the Private Assets space Analytical and integration experience involving complex data sets LanguagesEnglish and French are the working languages of the UN Secretariat.
