Setting and ReportingThis position is located in the Cybercrime and Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Senior Crime Prevention and Criminal Justice Officer and under the overall guidance of the Chief of the Cybercrime and Anti-Money Laundering Section. For more information on UNODC please visit www.unodc.org ResponsibilitiesWithin assigned authority, the incumbent will carry out a range of functions related to the advancement and implementation of the UN Convention against Cybercrime. In particular, the incumbent will perform the following specific duties: • Coordinate research and information-gathering efforts to ensure that the Conference of the States Parties to the Cybercrime Convention is kept abreast of technological developments in the area of crimes committed through the use of information and communications technologies, including through the use of artificial intelligence and new and emerging technologies, and make recommendations regarding threats and opportunities in those areas; • Serve as focal point on new technologies used in the commission of all types of crime falling within the mandate of UNODC, to ensure coordination and synergies among the different governing bodies and work programmes of UNODC; • Provide evidence-based and human-rights-based guidance to Member States, upon request, on the effective and responsible utilization of tools and software, including artificial intelligence and other new technologies, to prevent and combat cybercrime; • Ensure that outcomes of research on new technologies are incorporated into the best practices for capacity-building to support Member States in preventing and responding to cybercrime; • Support the coordination of the development and implementation of the overall programme of work to prepare for the signature, ratification or adherence, and entry into force of the Convention and the continued work of the open-ended ad hoc intergovernmental committee of experts, representative of all regions, to elaborate a comprehensive international convention on countering the use of information and communications technologies for criminal purposes; • Coordinate the preparation of scoping and background documents and studies for the development of legislative guides and matters to be considered at the Ad Hoc Committee session preparing the draft rules of procedure for the Conference of the States Parties and at the first meeting of the Conference of the States Parties; • Serve as the focal point for the development of the travaux préparatoires of the Convention, as well as legislative guides and other background materials for the preparation of the entry into force of the treaty; • Support the development and implementation of legislative and policy reform initiatives to support ratification or adherence by Member States; • Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies; • Review legislation, carry out legal research and analysis for use at the policy level and prepare legal documentation; • Coordinate the servicing of future Ad Hoc Committee sessions, including for the preparation of rules of procedure of the Conference of the States Parties, and the negotiation of the supplementary protocol, as well as of future sessions of the Conference and working groups that it may decide to establish; • Coordinate the analysis and review of documentation and proposals for the consideration of States parties in preparation for the sessions of the Conference; • Provide support, coordinate and liaise with field-based staff, as necessary, on the legislative mandates and preparation of the Conference; • Provide backstopping and advice on technical, substantive and administrative issues within the assigned activities, programmes and projects; • Take part in the recruitment of staff and consultants, including in drafting of terms of reference and participating in selection processes; • Support the monitoring and review of the work programme and budget, undertaking programme management activities in support of the work on the Convention; • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • As required, supervise programme staff, national and international consultants and experts, Associate Experts and interns in their work; guide trainers, consultants, resource personnel, officials and experts in their preparations for participation in project activities. • Perform any other work-related duties as may be required. Work ExperienceA minimum of seven years of progressively responsible professional work experience in crime prevention and criminal justice matters at the international level is required. Work experience with a substantive focus on organized crime /or cybercrime is required. Experience coordinating and implementing the substantive support and servicing of intergovernmental bodies on crime prevention and criminal justice issues, is required. Experience in conducting research and briefing Member States and other stakeholders on organized crime, or cybercrime-related matters is desirable. Work experience in project management is desirable. Experience within the United Nations system /or similar international organization is desirable. Experience in data analytics or related area is desirable.
