At the International Service for Remunerations and Pensions (ISRP), we play a pivotal role in shaping remuneration and pension policies for International Civil Servants, ensuring the financial well-being of professionals across leading international organizations. Our work spans prestigious institutions like the OECD, NATO, the European Space Agency, the Council of Europe, and many others. We don’t just administer pensions—we also manage pension reserve funds, delivering trusted financial stewardship to global organizations.

The ISRP is administratively attached to the OECD.

The ISRP is looking for a Cost-of-Living Manager to join its Compensation and Benefits Unit. The selected person will be responsible for developing and implementing methodologies for cost-of-living and salary adjustment indices, supervising technical analyses, and collaborating with international statistical bodies. The selected candidate will lead initiatives to optimize data management, enhance process efficiency, and support decision-making on remuneration and purchasing power equivalence for staff across multiple organizations. Working in a multicultural environment, this role offers the opportunity to contribute to impactful projects and represent ISRP in technical meetings and working groups.

Job Description

Cost-of-Living

  • Provides expert guidance on developing and implementing calculations for purchasing power parities, ensuring equivalence in purchasing power among COs staff. This includes establishing basic heading parities derived from price data of surveys carried out by national statistical institutes (NSI) as part of the Eurostat-OECD PPP programme and computing rent parities.
  • Supervises and participates in the production of technical analyses related to the revision of cost-of-living factors, or any other items requiring ISRP's assistance, as requested by the CCR, the Committee of Representatives of Secretaries-General (CRSG), or Associated Organisations.
  • Draft methodological and technical notes, reports and recommendations. Present proposals and results to various committees.

    Compensation and Benefits

    • Monitors and participates in the production of technical analyses related to remuneration, as requested by the CCR, the Committee of Representatives of Secretaries-General (CRSG), Associated Organisations, or International Financial Institutions.
    • Oversees and participates in salary-level studies involving various recruitment pool sectors and other international organisations.

      Staff Management

      • Assist the Head of Unit in supervising, motivating, and contribution to the professional development of the unit’s staff.
      • Participate in recruitment processes and performance evaluations.

        Liaison and Representation

        • Under the supervision of the Head of the Unit, develop and maintain professional networks with key stakeholders and technical communities.
        • Represents the Service at various technical meetings and EU/UN working groups in the field of cost-of-living data and methodologies.
        • At the request of the head of the unit, assist working parties and technical study groups by taking notes, producing summary records and explanatory papers.

          Process Improvement and Change Management

          • Keep the Head of the Unit informed about the latest technological innovations that may be useful for delivering the unit's work.
          • Identify and implement procedural and process improvements to enhance the unit’s efficiency and effectiveness.
          • Utilise data analytics and visualisation tools to automate complex calculations allowing for improved data processing and analysis.
          • Engage in tender processes and procurement of services enhancing overall processes.
