Trade Intelligence and Negotiation Adviser (TINA – https://tina.trade) is an online tool which has been developed by ESCAP and designed to assist trade policymakers and researchers in carrying out analytical tasks commonly conducted as part of trade agreement negotiations. Many of the intense tasks undertaken for trade agreement negotiations require specialized analytical and data management skills and are time-consuming when performed manually. TINA automates many of such tasks, enabling countries with limited resources to benefit from the same level of preparation as those afforded by larger economies. It was developed in close consultation with current and former members of trade negotiation teams throughout the Asia-Pacific region, using state of the art methodologies and technologies. The tool is now being enhanced further in terms of the issues covered and its functionalities. TINA has also been used to highlight trade discrepancies in mirror trade data – a symptom of trade misinvoicing and illicit financial flows. Typically mirror trade data analysis requires significant resources to collate and analyse data, whereas TINA seeks to streamline such efforts and highlight the importance of trade data sharing through digital and cross border trade facilitation. As such, further enhancement of trade data discrepancies module in TINA will contribute towards the implementation of the DA15 account on “Measuring and Curbing Illicit Financial Flows”. The contractor will also support the implementation of the RPTC project titled \"Building capacities of Asian and Pacific countries to promote trade, investment, enterprise development and innovation for sustainable development\". Given TINA’s expanding regional coverage well beyond Asia-Pacific, it is important to ensure that policymakers, negotiators, and other stakeholders in Africa can also fully utilize and benefit from the platform. In this context, and in collaboration with UNECA, TINA will be further upgraded to support African member States in their ongoing efforts in trade negotiations and better facilitate the implementation of the African Continental Free Trade Area (AfCFTA). Objective: Under the guidance and supervision of the Chief of Trade Policy and Facilitation Section, Trade, Investment and Innovation Division, and the overall guidance of the Director, Trade, Investment and Innovation Division, the selected contractor will contribute to enhancing the trade discrepancy component in TINA and contribute to creation of policy focused advocacy material, as well as improve the overall functionalities by incorporating alternative trade and tariff data sources and upgrading the tariff simulator.
