The International Water Management Institute (IWMI), a CGIAR Research Center, is seeking a dynamic and driven candidate to join the team.

Water, land, energy, forests, and biodiversity systems are highly interconnected. Together, they are critical to innumerable essential services at multiple scales that support sustainable development goals through multiple pathways, including food and nutrition security, health, poverty reduction, livelihoods and jobs, gender equality, youth empowerment, social inclusion and cohesion, climate adaptation and mitigation, environmental health, and human well-being. Reflecting the deep and complex interconnections among these sectors, the UN Sustainable Development Goals (SDGs) are likewise systemic, with interdependencies across the water, energy, food, and ecosystems that sustain life. However, governments, stakeholders, and investors struggle to manage systems-level change in the water-energy-food-ecosystems (WEFE) nexus and to ensure such changes are robust in the context of climate change.

Work Package (WP) 5 of NEXUS Gains specifically aims to develop the capacity of WEFE actors. A core component of the capacity-strengthening program is a leadership development package tailored to WEFE nexus leaders, with an emphasis on emerging women leaders. This package combines technical learning with leadership skills for developing and implementing WEFE nexus solutions. In 2023, a training cycle targeting mid-range WEFE professionals from GoN, CSO, and the private sector was organized at the federal level.

In parallel, IWMI Nepal is providing capacity development support for the Transboundary Rivers of South Asia (TROSA) program, implemented by Oxfam. As local authorities face increasing pressures due to climate change, understanding the need for collective planning\u2014across municipalities and sectors\u2014has become critical. A gap in strategic planning was identified during a scoping visit conducted by IWMI Nepal to Sudur Paschim in September 2023. Lessons from the federal-level NG training cycle are important to consider as IWMI moves forward with TROSA to build capacity at the municipal level.

The insights from institutional analysis and knowledge gained during TROSA I will inform the development of a leadership training curriculum focused on empowering women and youth. In this context, IWMI, with support from Oxfam, is organizing municipality-level WEFE-responsive leadership training in selected municipalities within the Rangoon watershed in Sudur Paschim Province. Participants will include local representatives, municipal staff, and professionals from local CSOs and the private sector. IWMI has engaged three consultants to facilitate a capacity-strengthening process in Sudur Paschim Province. The consultant selected from this advertisement will be responsible for creating communication and dissemination materials, including photo stories and videos.

SCOPE OF WORK

The main objective of this assignment is to effectively communicate the TROSA-II project's goals, progress, and outcomes to various stakeholders, ensuring visibility, engagement, and understanding. The consultant's role encompasses a range of tasks, from creating videos to producing photo stories. The key objectives can be outlined as follows:

Visual Storytelling: Create compelling videos and photo stories that visually capture the essence of the TROSA-II project, highlighting its significance, challenges, interventions, and achievements. Visual content enhances engagement and facilitates a better understanding of complex information.

Transparency and Accountability: Communicate project progress and outcomes transparently, demonstrating accountability to stakeholders. Clear and timely communication builds trust and credibility, showcasing the project's commitment to achieving its goals.

DUTIES & RESPONSIBILITIES:

The consultant will conduct multiple (2\u20133) visits to the Rangoon watershed area (Sudur Paschim Province) to document workshops and the data collection process.

Two videos: a video documentary (10\u201315 minutes) and a shortened version (3 mins). Final cut: High-resolution, uncompressed master file (1080p or higher, 25fps, 16:9 ratio, MOV or uncompressed MP4 format) without subtitles. Final cut: High-resolution, uncompressed master file (1080p or higher, 25fps, 16:9 ratio, MOV or uncompressed MP4 format) with hardcoded English subtitles. English subtitles: SRT file or Word/Plain Text document with time-coded subtitles. All original high-resolution footage: MOV, AVCHD, XAVC, or uncompressed MP4 files. All original audio recordings. All original signed consent forms. Copyright information: Word document listing all licenses and credits for additional materials bought/licensed (e.g., music tracks, stock footage). 3\u20135 photo stories for use in publications and postcards.

 

All photos must be captioned and include full metadata (IPTC): location, date, individuals involved, etc.

The final report will include two sections:

The scoping study, focusing on understanding the context, existing institutional arrangements at the provincial and local levels for river management, and an analysis of gaps in knowledge and skills for effective transboundary river management/governance. An inventory of local actors involved in knowledge development/sharing (universities, knowledge-based NGOs, local resource persons) who may potentially collaborate in developing and delivering the capacity-strengthening curriculum.

Requirements

EDUCATIONAL QUALIFICATIONS & EXPERIENCE REQUIRED:

Bachelor\u2019s degree in development communication, videography, development studies, journalism, or an equivalent field. Must have 5+ years of work experience in videography, development communication, journalism, and/or video story collection in the development field, with a record of providing high-quality and creative video documentaries and case stories.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Essential:

Demonstrated ability to film high-quality video and audio: HD 1920 x 1080 or better. Demonstrated ability to produce professional-quality photographs. Knowledge of various video formats and video file conversions. Knowledge of converting video files into multiple formats. Skills in online video publishing and file transfer. She/he must have experience in developing storylines in both Nepali and English.

Desirable:

Prior work experience with, or working for, international development organizations and familiarity with development programs/issues. Ability to work in a multicultural environment.

This is a nationally hired consultancy; therefore, only Nepali nationals will be considered. IWMI offers a competitive monthly rate for this assignment. The duration of the contract will be for a period of five (05) months.
