About this position

We are looking for an economics or public policy professional with extensive experience working with household and expenditure survey micro-data to support research on tax equity. As a researcher, you will support database management, research production, design of fiscal interventions, policy dialogues, and knowledge dissemination events.

You will work in the Fiscal Management Division (IFD/FMM) part of the Institutions for Development Sector (IFD). This team is responsible for supporting improvements in fiscal policy and management in the region, both at the national and subnational levels.

In the field of fiscal equity, the IDB team has been generating evidence-based tools to inform the design and implementation of fiscal policies, so that they play a key role in reducing poverty and income inequality in the region. This consultancy will support efforts to consolidate these tools and to generate new tools to analyze different dimensions of equity in the region and to simulate the equity effects of policy reforms. The specific countries to be worked on will depend on the requests for support to be reviewed.

What you’ll do

  • Review of the technical work on tax incidence analysis methodologies for LAC countries.
  • Manage microdata bases, merge complex datasets, and perform tax incidence and income redistribution analysis under limited supervision.
  • Provide technical advice on the generation of harmonized microdata on income concepts and variables related to fiscal interventions for countries to be defined.
  • Conduct microsimulations analysis to assess the impact of fiscal policies on equity and poverty. The policies to be simulated will be defined during dialogue with countries.
  • Participate in dialogues with country and IDB authorities and make presentation and policy recommendations as exponent in workshops and relevant events, as required.
  • Hold meetings with the IDB team to discuss methodologies and present progress in the work performed.

    Deliverables and Payments Timeline

    The selected consultant will periodically submit a report detailing the days worked and summarizing the activities carried out during this period.
