Terms of Reference (ToR) for a Consultant to Support the Development of a Heavy Duty Vehicle Strategy

Background

Transport sector emissions are rapidly growing in Kenya and are expected to exceed 20 million tCO2e by 2030 with no interventions . Accounting for approximately 12% of total emissions, the transport sector is the second highest contributor of greenhouse gas (GHG) emissions in the country. Despite Kenya gazzetting the EAS 1047 vehicular emissions standards, the country has not maximized its access to advanced vehicle technologies. For example, as of 2019 the most advanced vehicle emissions standard for the locally assembled HDVs was EURO II. The current vehicle inspection and testing facilities also do not have the capacity to cover the entire vehicle fleet.

With the emissions limits not being enforced, most exhaust after treatment technology is removed therefore causing gross pollution from these vehicles. The Government of Kenya aims to develop a comprehensive Heavy Duty Vehicle (HDV) Strategy to regulate and manage emissions from the heavy-duty transport sector. Through this project, WRI will facilitate multistakeholder engagement for Kenya to develop a HDV Strategy, recommend implementation a vehicle inspection program and develop roadmaps for the implementation of EURO VI equivalent vehicle standards as well as utlra low sulphur fuels. This initiative aligns with regional and international standards, including the East Africa Community (EAC) Euro IV standards and a roadmap towards Euro VI emissions compliance. The strategy will also contribute to Kenya’s commitments under its Nationally Determined Contribution (NDC) by integrating short-lived climate pollutants (SLCPs) reduction measures.

Objectives of the Consultancy

The consultant will provide technical support, stakeholder engagement, and policy recommendations to ensure the development and endorsement of a National HDV Strategy. The consultancy will contribute to achieving the following outcomes:

• Endorsement of a National Heavy Duty sub-sector strategy by the Government of Kenya.
• Establishment of a mandatory inspection and maintenance programme based on the EAC Euro IV standard and low sulphur diesel regulations.
• Development of a roadmap towards Euro VI emissions standards.
• Inclusion of SLCPs in Kenya’s 2025 NDC submission.

  Scope of Work

  The consultant will be responsible for the following tasks:

  • Baseline Assessment: Conduct a comprehensive review of the current heavy-duty fuels and vehicle sector, including regulatory frameworks, emissions levels, and existing policies. This will also include conducting a HDV emissions inventory and SLCP assessment. This will among other things estimate the SLCP emissions from the HDVs in a business-as-usual scenario as well as mitigation potential for the interventions and provide a guidance for the monitoring and reporting of SLCPs in the country's NDC.
  • Stakeholder Engagement: In consultation with the project team, conduct consultations with government agencies, private sector stakeholders, and civil society to gather input on the baseline conditions as well as proposed recommendations and action plans on the HDV sector.
  • Policy and Regulatory Framework: Develop recommendations for aligning Kenya’s HDV regulations with EAC Euro IV and Euro VI standards.
  • Emissions Action plans and Roadmaps: in consultation with the government lead agencies and project team, propose implementation plans and roadmaps as follows:
    • To propose an action plan for advancing to ultra low sulphur diesel standards for Kenya
    • Developing a roadmap for EURO IV emissions standards implementation in Kenya.
    • Propose a framework for a mandatory vehicle inspection and maintenance programme.
    • design a roadmap adopting a phased approach for transitioning from EURO IV to EURO VI emissions standards, identifying technical and financial needs.
    • Final Strategy and Roadmap: Draft and present the final HDV Strategy document, incorporating stakeholder feedback and policy recommendation.

      Deliverables

      The consultant is expected to produce the following key outputs:

      1. Inception Report – Detailed work plan and methodology within two weeks of contract signing.
      2. Baseline Assessment Report – Analysis of the current state of Kenya’s HDV sector.
      3. Draft HDV Strategy and Roadmaps – Initial drafts for review and stakeholder validation to include:
         • action plan for advancing to ultra low sulphur diesel standards for Kenya.
         • a roadmap for EURO IV emissions standards implementation in Kenya.
         • a framework for a mandatory vehicle inspection and maintenance programme.
         • roadmap incorporating a phased approach for transitioning from EURO IV to EURO VI emissions standards.
         • Final HDV Strategy and Roadmaps – Incorporating feedback and ready for government endorsement.
         • Technical Brief on SLCPs in NDC – Supporting documentation on HDVs contribution to SLCPs for consideration in Kenya’s NDC action planning processes.

           Duration of the Assignment

           The consultancy is expected to last for a period of six(6) months with the possibility of extension based on project needs and performance.

           Qualifications and Experience

           The consultant (individual or firm) should possess the following qualifications:

           • Advanced degree in environmental policy, transport engineering, or related fields.
           • At least 10 years of experience in vehicle emissions policy, sustainable transport, or regulatory frameworks.
           • Demonstrated expertise in Euro IV and Euro VI standards and international best practices.
           • Experience working with government institutions and regional bodies, particularly in East Africa.
           • Strong analytical, report-writing, and stakeholder engagement skills.

             Reporting and Supervision

             The consultant will report to WRI project lead. Periodic progress meetings will be held to review key milestones and address challenges.
