Result of ServiceDatabase on Sexual and Gender-based Crimes Jurisprudence (Pilot Phase) Work LocationHome Based Expected duration9 months Duties and ResponsibilitiesThe United Nations (UN) Team of Experts on the Rule of Law and Sexual Violence in Conflict was established by Security Council resolution 1888 in 2009 to help national authorities strengthen accountability for conflict-related sexual violence (CRSV). The Team supports judicial systems by conducting workshops with prosecutors and judges to enhance the investigation and prosecution of CRSV cases in a survivor-centered way. Despite advancements in legal protections for CRSV in national and international courts, access to relevant decisions remains limited for practitioners, affecting their ability to deliver justice for victims. To address this, the Team is collaborating with the UN Office on Drugs and Crime (UNODC) to expand the SHERLOC case law database to include judicial decisions on CRSV, providing easier access to vital information for legal professionals. This project builds on the efforts of legal academics who have been compiling relevant cases and will facilitate research and case preparation for practitioners. The Consultant will be expected to: Work in accordance with the strategic guidance of the Team of Experts’ project leader, in consultation with relevant colleagues at UNODC, including members of the SHERLOC team; Lead the review of relevant materials (including leading case law and existing databases) and consultations with key stakeholders relevant to the determination of keywords and search functions and guidelines for the CRSV case law database; Draft a list of keywords, search functions and guidelines; Lead further consultation with key stakeholders on the draft products, and revise keywords and search functions and guidelines accordingly; Analyse and produce case law summaries of a selection of leading CRSV jurisprudence; Provide oversight and quality control over the first tranche of case law summaries provided by the database’s implementing partners; Lead testing of the pilot database with key stakeholders; and Produce a final report following testing of the pilot database. Qualifications/special skillsAdvanced university degree (Master's degree or equivalent) in law or a first-level university degree in combination with 2 years of additional qualifying experience may be accepted in lieu of the advanced university degree; A minimum of 9 years’ professional work experience in International Criminal Law and CRSV; Demonstrated ability to convene key experts on CRSV, including CRSV as advisors; Excellent writing and analytical skills; Demonstrated professional experience in international and/or national criminal investigations and legal analysis; Demonstrated professional experience with an international investigative inquiry, mechanism or international court/ tribunal; Demonstrated professional experience working with national actors on CRSV-related cases and the advancement of specific legal characterisation of CRSV/CRSV acts (e.g., judges, prosecutors, defense counsel, victims’ advocates); Demonstrated professional experience working with law clinics; Ability to guide and supervise multiple teams of researchers.
