Purpose of the consultancy

To provide needs specific technical support in DHIS2 and to develop solutions for seamless data exchange between DHIS2 and other information systems

Background

District Health Information Software (DHIS2) is a customizable, free, and open-source software tool for data collection, validation, analysis, and presentation of aggregate and patient-based statistical data, tailored (but not limited) to integrated health information management activities. A number of Member States have adopted the use of DHIS2as their health management information system and seek WHO’s continuous support while country capacity is being further strengthened. Furthermore, in countries that have adopted DHIS2, there are other software systems that are required to seamlessly exchange data with DHIS2 and hence, data sharing through APIs need to be designed and support needs to be provided.

There is a need to provide continued support in these specific and key areas, therefore the Health Information and Digital Health (HID) unit under the Division of Data, Strategy and Innovation in the WHO Regional Office for the Western Pacific Region seeks to contract a consultant who will assist the HID team in:

Providing onsite and offsite technical support to Member States using DHIS2 platform for further integration and strengthening of health programme data. Support data exchange through APIs between DHIS2 and other systems. Support other routine health information strengthening initiatives required by HID Team and Member States.

Deliverables

Output 1:  Provide technical support on DHIS2 to Member States in further strengthening their integrated HMIS to capture, store and visualize health and related data

Deliverable 1:  Development of an Immunization Registry for selected countries for improved tracking of vaccination coverage
Deliverable 2:  Development of a system to capture data on Community Outreach activities in DHIS2 for improved tracking of community outreach programmes and their impact
Deliverable 3:  Strengthen tracker-based application for disease specific data collection platforms particularly for malaria and TB in selected countries
Deliverable 4:  Develop solutions for seamless data exchange between DHIS2 and other information systems in country for improved data integration

Output 2: Technical support for the maintenance and upgrades of DHIS2 in Member States

Deliverable 1:  Updating DHIS2 hierarchies, particularly in adding villages for reporting village level health data in close coordination with HIS units of Ministries of Health
Deliverable 2:  Database cleaning to maintain data quality, ensure accurate reporting, and facilitate effective decision-making
Deliverable 3:  Regular maintenance and support of DHIS2 instances at regional and Member State levels including updating and refining the system's design, performing periodic platform upgrades to enhance features and security
Deliverable 4:  Capacity building of DHIS2 in Member States and in the Region

Qualifications, experience, skills and languages

Educational qualifications

Essential:  Bachelor’s degree in computer science, programming, data science or related field.
Desirable:  Master’s level degree in computer science, programming, data science, public health, and related areas.

Experience

Essential: At least 5 years' work experience in health data monitoring, health surveillance, health research, and/or health information systems strengthening with experience in DHIS2 administration, development and management. Relevant international experience. Country experience in DHIS2 development. 
Desirable: Experience in working with countries in the WHO Western Pacific Region is an advantage. Experiences in health information systems, health systems or data analysis is an asset. Exposure to Electronic Medical Record (EMR) & Civil Registration and Vital Statistics (CRVS) implementations. Aware of FHIR inter-operability standards for Health Information data integrations.  

Skills/Knowledge

Expertise in Programming languages like R, Python, Javascript & HTML/CSS
Strong foundation in working with Databases and SQL
Knowledge in working with Unix variant of operating systems like Ubuntu

Languages and level required:

Essential:   Advance written and spoken fluency in English is essential.
Desirable:  Additional proficiency with any language for countries in the Western Pacific Region is desirable.

Location

Off-site: Home-based work

The consultant is expected to work for 15 days per month for eleven months contract. He/she would be required to undertake duty travel to WHO Regional Office in Manila and/or Member States when required. He/she must participate in the weekly Team meeting and other important meetings and provide frequent updates on work progress.

Travel

The consultant may be expected to undertake a duty travel (mission) as part of this assignment.

Remuneration and budget

Rate:  Pay band Level A, USD 350/day
Currency:   USD 5,250/month
Work schedule:  Part-time (15 days per month)
Duration:  11 months, January to 15 December 2025
