Application requirements

UNESCO invites you to submit in writing a consulting proposals for the work assignment described in the following section. For the preparation of this proposal, the elements to be considered are detailed below. In addition to completing the online application (mandatory), you must submit:

1. A technical proposal consisting of:

A. detailed and updated curriculum vitae; and

B. An approach and methodology for the task and comments on the Terms of Reference, if any.

2. A financial proposal, expressed in USD, considering the monthly and total consultancy fees, including all the cost associated to the logistic implementation for this consultancy. Please show any travel costs separately.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.

OVERVIEW OF THE FUNCTIONS OF THE POST

The UNESCO Regional Office in Santiago with direct supervision of the UNESCO Office in Quito works its five programmatic areas (education, natural sciences, social and human sciences, culture, communication and information), in order to contribute to the achievement of the Sustainable Development Goals in Latin America and the Caribbean.

UNESCO’s Programme offers a wide range of different entry points for solid and mutual benefiting partnerships in areas where the Organization has leadership, recognized expertise and comparative advantage. It also offers unique opportunities for innovative ideas and flagship projects with development partners and the private sector, using the UNESCO’s convening power and abilities to build and strengthen institutional capacities, advise on public policies based on evidence, empower vulnerable population groups, promote gender equality and social inclusion, and function as a laboratory of ideas.

Within the delegated authority and under the overall supervision of the Director of UNESCO Santiago, the consultant will:

Long Description

-Continue implementing the resource mobilization plan putting into action the fundraising and alliances strategy. This may include, amongst other elements:

-Identifying with Office Specialists needs and engage them in the implementation of the resource mobilization plan.

-Informing Office Specialists on donor’s trends and funding opportunities, targeting UNESCO Regional Programming.

-Strengthening UNESCO Santiago and Quito capacities for resource mobilization.

- Actively researching funding and partnership opportunities for UNESCO in the region.

- Contributing in a proactive way to the formulation of concept notes and project proposals, while checking the completeness of the proposal.

-Securing smooth and regular communication with existing donors, and supporting the successful implementation of donor agreements in line with the approved proposal, including expenditure monitoring together with the responsible Programme specialist; Flag any deviations and/or delays to senior management and the relevant sections at headquarters; Supporting the Programme Specialist in negotiating grant extensions with the donor as necessary, in coordination with the relevant sections at headquarters.

-Identifying new sources of funding and developing innovative engagement strategies and mechanisms to approach and work with different donors in and outside the LAC region.

-Lead resource mobilization activities for the programmes implemented or lead by UNESCO Santiago.

-Organizing virtual and in-person events to foster new partnerships and mobilize funds.

-Constantly liaising with UNESCO Santiago Administrative Officer and the HQ Bureau of Strategic Planning to secure compliance of UNESCO´s norms, validation and support of initiatives by UNESCO HQ.

-Contribute to the implementation of the communications strategy that supports the resource mobilization plan, including the development of compelling communications materials.

-Keeping up to date with the latest developments and initiatives of relevance to LAC (e.g., donor trends, new funding initiatives on thematic areas announced by international donors, announcing interest in relevant countries, contributing to emergency appeals, innovative financing schemes, etc.).

-Providing proactive support, sharing expertise and exchanging good practice with other UNESCO RM teams in and outside the region.

-Working in cooperation with United Nations Country Team Chile (UNCT) and other UN entities in the framework of the Regional Collaborative Platform for Latin America.

-Participating in relevant webinars, trainings, workshops organized by UNESCO and other UN agencies in the LAC Region.

Results Expected

-Resource mobilization plan updated and implemented.

-UNESCO Santiago funding increased whilst existing alliances are fortified, and institutional funding diversified, including partnership mobilization for key national and regional programmes e.g., the Regional Comparative and Explanatory Study (ERCE 2025).

-Support to UNESCO´s teams in LAC and coordination with headquarters ensured on resource mobilizations related matters.

REQUIRED QUALIFICATIONS

EDUCATION

Advanced University degree (Masters level) in business administration, public management, development studies, international relations, project management, communication, marketing or other fields relevant to partnerships building.

WORK EXPERIENCE

Minimum 10 years of relevant experience in resource mobilization for the non-profit sector.

-Proven successful engagement with main donors, including the private sector (above 100.000 USD).

-Experience in supporting the organization of regional events and launching fundraising initiatives.

-Results-oriented mindset, flexibility and adaptability to changing needs, teamwork skills and ability to communicate well in a multicultural environment.
