Work LocationHome-based with travel to Papua New Guinea Expected duration10/12/2024-28/2/2025 Duties and ResponsibilitiesThe UNODC Global Programme on Crimes that Affect the Environment (GPCAE) aims to link existing regional efforts in a global system, enhancing capacity building as well as wildlife and forest law enforcement networks at regional and sub-regional levels. In collaboration with UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP), the GP is working for and with the wildlife and forest law enforcement community to ensure that wildlife crime, illegal logging, and related crimes are treated as serious transnational organized crime. In the Pacific, the GP is supporting the wildlife management authority and inter-agency partners in Papua New Guinea to develop a standard operating procedure for the detection, investigation and prosecution of wildlife crime, in particular related to wildlife trafficking. A consultant will be engaged to support the wildlife management authority- the Conservation and Environmental Protection Authority in PNG and partners to pull together and finalise the standard operating procedures for the detection, investigation and prosecution of wildlife trafficking in PNG. The SOPs will serve as a reference tool to assist wildlife management authorities, border enforcement agencies and the police and public prosecutors, to strengthen their enforcement response to tackling transnational organized crime, in particular wildlife trafficking. Under the supervision of Regional Coordinator of the GPCAE for Southeast Asia and the Pacific, the consultant will: • Develop a conceptual framework for the SOPs and share preliminary consolidated draft with partners for feedback, providing additional context where necessary, ensuring relevance, efficiency and effectiveness of the SOPs; • Test the SOPs at an inter-agency consultative workshop at one regional workshop and incorporate feedback from stakeholders into the SOPs; • Finalize and submit the SOPs and all relevant and supporting documents. Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in environment, social sciences, or other related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least 10 years of experience in the areas of conservation or criminal justice is required. • Previous experience in research, drafting and editing of publications related to wildlife crime or other similar fields is required • Experience in relation to projects countering wildlife crime is desirable. • Knowledge and experience of the UN System and in particular of UNODC is desirable; Languages• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another United Nations official language is an advantage. Additional InformationNot available.
