The World Health Organization (WHO) Philippines is looking for an individual to serve as a Project Specialist cum Liaison Officer for the KOICA-funded project “Joint Programme on Accelerating the Reduction of Adolescent Pregnancy(JPARAP) in Samar and Southern Leyte” under a consultant contract.
The World Health Organization Country Office, Philippines is currently implementing JPARAP in collaboration with the Philippines Department of Health (DOH) and the Center for Health -Eastern Visayas, with funding support from the Korean International Cooperation Agency (KOICA), Philippines.
As part of the project technical team, this Project Specialist cum Liaison Officer will assist the responsible officer of the project with day-to-day coordination and management of project activities, including procurement, and goods distribution; monitoring of financial expenditures to be within the proposed utilization and timing of implementation; and overall coordination of inputs and writing/editing of the periodic donor reports. The Project Specialist cum Liaison Officer will work with the National Technical Coordinator of the project, and office staff responsible for overall management and administration of WHO's workplans and programmes related to the project, ensuring among all other else, the timely implementation of physical activities and financial utilization.
The consultant shall also take the lead in coordinating activities and day-to-day communications with the donor, KOICA. This will ensure that there are no gaps between KOICA expectations and WHO’s project implementation, and that any concerns from either side will be addressed in a timely and appropriate manner.
The consultant shall work under contract with the WHO Country Office in the Philippines as part of the KOICA-funded Project-JPARAP. He/she shall be under the strategic guidance and supervision of the HSS Team Lead with direct supervision of the Technical Officer of the RMNCAHN. He/she will closely collaborate with relevant WHO staff, including JPARAP National Coordinator, JPARAP Field Coordinator, M&E Specialist and Technical Coordinators based at DOH in project sites. He/she will travel to the project sites as needed.
Outputs
Output 1. Worked closely with the Project Core Team for the planning and management of project plan.
Deliverable 1.1 Developed monthly work plan based on the project document
Deliverable 1.2 Reported regularly on project status, progress, necessary recommendations for project adjustment, both to WHO and KOICA offices.
Deliverable 1.3 Developed quarterly progress reports aligned to project objectives
Deliverable 1.4 Assisted in the review and discussion with the donor on the drafted semiannual and annual project reports for submission to KOICA.
Output 2: Assisted in project monitoring and direct coordination with KOICA
Deliverable 2.1 Coordinated and maintained strong collaboration with the KOICA Philippines Office
Deliverable 2.2. Assist in financial monitoring and procurement management, ensuring that project activities and funds are moving as planned.
Deliverable 2.3. Assist in project site monitoring thru supervision of project site coordinators, in implementing the WHO strategies and activities under the project.
Deliverable 2.4. Attend project-related meetings and facilitate communication or negotiation on specific project activities with KOICA, providing advice or inputs as necessary.
Output 3. Provide support to the monitoring of project deliverables and financial accomplishments at the LGU level through coordination with the field staff.
Deliverable 3.1: Monitor updates and provide advice, as needed for project site staff on the operational implementation of the project.
Deliverable 3.2: Initiates project-related meetings and facilitate specific project activities providing advice or inputs as necessary and update the field staffs on the meeting results or agreements.
Qualifications, experience, skills and languages
Educational Qualifications
Essential : Master’s Degree on community development, or on public health; medical/paramedical training is an advantage.
Experience
Essential: At least 5 years of demonstrable experience in health program and/or project engagement. Demonstrable experience establishing and maintaining good working relations with a wide variety of partners including government institutions (ideally at both national and subnational levels), UN agencies, CSOs/NGOs/INGOs
Desirable:
Work in RMNCAH field, either with the government or with a non-government entity.
Work at the subnational level (regional, provincial, municipal), at a wider scale (involving multiple programmes), especially on monitoring and evaluation, strategic information, governance and health systems
Familiarity with the local health care delivery system in the Philippines particularly the roles and functions of national agencies in policy and planning
Experience managing KOICA-funded projects
Work with the UN system
Excellent organizational, communication, writing and interpersonal skills.
Knowledge and skills, and previous engagements on maternal and child health, and on family planning and other reproductive health is desirable
Excellent coordination and negotiation skills
Excellent project management and coordination skills.
Proficiency in basic ICT systems and applications
Excellent verbal and written communication skills in English are essential.
Knowledge of the written and spoken Korean language is desirable and of advantage
Onsite: Manila, Philippines
The Consultant may be requested to undertake travel as part of the engagement. The specific destinations cannot be foreseen at the start of the engagement.
