UN Women’s Country Office, based in New Delhi, India, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women CO is leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.
UN Women India is currently implementing its India Strategic Note 2023-27. The Outcome 1 of the Strategic Note focusses on sustainable and inclusive growth through higher productivity, competitiveness in economic activities that create decent work, livelihoods and income, particularly for youth and women. Within this Outcome UN Women is implementing a project titled ‘We Empower (WE) India’ in the states of Madhya Pradesh and Gujarat. The objective of the project is to advance women’s skills and motivate women in higher/technical/vocational institutes to pursue employment in the formal sector, and for ITIs, focus on STEM education and careers. The projects target beneficiaries are marginalized young women already enrolled in higher/technical/vocational education.
The project undertakes a holistic approach to empowerment offering pathways and support to access higher education, internships, apprenticeships, and employment opportunities for women. The projects leverage partnerships at all levels, using innovative pedagogies and finance to achieve its objective.
In this context UN Women is looking for the services of a Consultant to coordinate the project activities. S/he will work under the day-to-day guidance and direct supervision of the Programme Officer and overall supervision of Country Programme Manager (WEE), to support in the management of project activities and coordinate with relevant team members, including the operations team, implementing partner organizations and government officials, to ensure successful implementation of Projects.
Project Implementation and Coordination:
Provide technical support to the implementing partner for the implementation of the Empowerment of Women in STEM (WeSTEM) project. Assist the state Department of Technical Education and Skill Development and Employment (DTESDE), Government of Madhya Pradesh, in undertaking actions and initiatives on issues related to skilling and employment and/or as per the mandate and priorities of the Department. Coordinate and work with Industrial Training Institutes (ITIs) , Higher Educational Institutions (HEIs) and Polytechnics in the program districts and other nodal departments towards successful implementation of the project. Coordinate on the programmatic implementation with the implementing partner, relevant stakeholders, partner organizations, and agencies in the state. Support in the convergence of the project with other relevant departments/schemes/programmes. Coordinate for activities on women’s education, skilling, and employment with relevant team members within the Department and UN Women, and work with them in close collaboration to ensure successful implementation of the project. This will also include facilitating systematic coordination between UN Women and the Department of Technical Education, Skill Development and Employment, Government of Madhya Pradesh.Employment and Placement:
Identify job opportunities for women passing out of ITIs, HEIs and Polytechnics from the program districts. Mobilize companies and connects for placement of women, especially those graduating in the STEM field. Organize job fairs/Industrial Bootcamps for the final year students graduating from the technical colleges in collaboration with the UN Women Implementing partner/s.Monitoring and Evaluation (M&E):
Monitor the performance of implementing partner as per agreed work plan Work closely with M&E team at UN Women for implementation of M&E tools and processes, reporting and quality assurance of documents. Develop/refine monitoring and evaluation framework for the project and develop field monitoring plans. Regularly monitor the progress of the project against the indicators and inform the programme team, ensuring data accuracy, consistency and integrity. Support development of baseline and assessment surveys and aspirational mapping of students and other related documents. Provide support in routine delivery and reporting of project supported activities. Develop/review monthly progress reports and quarterly progress reports on the project. Develop impact study on the project together with the Communications team. Support the end evaluation of the project/s. To coordinate with M&E team of implementing partner & government department and contribute towards strengthening their capacities.Communications:
Support development of material for the communications team on the progress of the project. Develop case studies from within the project to showcase on various media. Prepare briefing notes and updates on the status of women in Madhya Pradesh, particularly on issues of skilling and employment, for use by program team. Develop visually compelling reports and knowledge products that communicate findings effectively to stakeholders, in collaboration with the communications team at UN Women.Miscellaneous
Support districts, where required, to prepare gender-responsive skill development plans and programs with a focus on STEM. Any other duties assigned by Supervisors from time to time.Deliverables:
Workplan with Department of Technical Education and Skill Development and Employment (DTESDE) developed - Feb 2025; Agreed workplan by the implementing partner is implemented as planned – Monthly; Technical inputs provided to the department on gender mainstreaming in STEM education, skilling and employment in the state – Quarterly; Timely and quality technical support to the programme team and partners for preparation of background papers, project briefs, speaking notes, customized research papers, etc. in line with work plan – Weekly; Monthly progress reports developed and submitted capturing quantitative and qualitative progress of the project to the Government as well as UN Women in consultation with UN Women M&E expert - First week of every month; Developed a list of networks of employers and shared with IP placement coordinators and staff that will assist all program participants in securing employment and/or internships. - May 2025; Mobilized private companies for participation in job fairs and for offering job/apprenticeship/ internships etc. – Quarterly; Facilitated exposure visits for program participants with the IP - Aug 2025; Conducted capacity building trainings of placement coordinators of Govt ITIs and Polytechnics, contributing towards strengthening their capacities - Half-yearly; Orientation of girls, boys and community members on gender and STEM - May 2025- December 2025; Mobilization of more women in ITIs, HEIs and Polytechnics – Monthly; Monitoring and reporting formats for the project developed and approved - March 2025; Quality tracking/monitoring review system developed and timely submission and review of progress of the project outputs/deliverables - Monthly and Quarterly; Timely submission of quality and accurate reports including baseline and end-line evaluation reports - March 2025, September 2025, December 2025; At least 2 evidence-based knowledge products developed to further advocacy and support to evaluation process - August 2025, December 2025; At least 6 number of Case studies and other knowledge documents amplifying the learnings from the project developed and distributed - Every Quarter.Competencies :
