Project Context and Scope
In 2022 IOM started implementation of the regional ‘Labour Migration Programme – Central Asia’ funded by the Swiss Development and Cooperation Agency (SDC) with an overall goal to assist the governments in Central Asia to enhance labour migration governance to better respond to employer and labour market needs while ensuring protection of migrant workers and enhancing development impacts in both countries of origin and destination.   Organizational Department / Unit to which the Consultant is contributing

Deliverables: 
1.    Conduct monitoring and analysis of the first Action Plan 2022-2025 and present report to the stakeholders – 31 January 2025 – 30%  
2.    Draft Action Plan 2026-2030 based on meetings with the working group and data collection – 28 February 2025 – 30%
3.    Present draft Action Plan 2026-2030 to the stakeholders, collect feedback/comments/suggestions and incorporate in the Action Plan – 30 April 2025 - 40%.
 

Performance indicators for the evaluation of results

  • The monitoring and analysis of the first Action Plan 2022-2025 on the requirements for gender mainstreaming and gender analysis is conducted and the report is presented to the stakeholders;
  • The draft of the Action Plan 2026-2030 with gender mainstreaming is done in cooperation with the working group and data collection;
  • Feedback/comments/suggestions are incorporated in the Action Plan and the draft Action Plan 2026-2030 is presented to the stakeholders;
  • The Ministry of Labour, Social Security and Migration of the Kyrgyz Republic is assisted with the conducting monitoring and analysis of the first Action Plan 2022-2025 for development of the Action plan of 2026-2030 on implementation of the Concept of Migration Policy of the Kyrgyz Republic.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work. IOM does not charge a fee at any stage of its recruitment process (application, interview, processing, training or other fee). IOM does not request any information related to bank accounts.
