3. Nature of the Consultancy: 

Support the International Organisation for Migration (IOM) mission to Georgia to provide capacity building to municipalities on community project development, selection, monitoring and evaluation. This assignment will be conducted in close cooperation with the National Association of Local Authorities of Georgia (NALAG) and selected municipalities to co-develop curricula and foster the creation of a pool of qualified trainers. Project Context and Scope
 

The programme “Enhanced Opportunities for Returning Migrants in Georgia” (R-EMPOWER), funded by the Swiss Agency for Development and Cooperation (SDC), aims to support the sustainable reintegration of returned migrants in Georgia. The programme goes beyond individual reintegration by promoting community development and sustainable local investments, seeking to create an enabling environment where returning migrants can thrive. This approach addresses the economic, social and environmental dimensions of reintegration to strengthen local resilience. 

Local self-governments (LSGs) play a central role in delivering public services and driving community development. However, many municipalities face gaps in skills related to project cycle management, community engagement, and monitoring and evaluation, relying on central authorities for policy guidance and resources. These gaps hinder municipalities from fully realising their potential to drive sustainable develop and adapt to evolving local challenges.  Strengthening these capacities is essential for municipalities to take a leadership role in local development and attract external funding, foster stronger partnerships with various stakeholders and respond to growing responsibilities in migration management and reintegration support, in turn building a resilient, inclusive and prosperous communities across Georgia. 

Scope of Consultancy

IOM Georgia seeks to hire a national consultant to support in strengthening the institutional capacity of municipalities to effectively design, select, monitor and evaluate community development projects. The activities target 17 municipalities across 7 regions. [1]

Under the supervision of the IOM programme manager, the national consultant will be responsible for: 

Needs Assessment: Conduct a structured needs assessment using quantitative and qualitative tools to identify specific gaps in project cycle management.  

Curricula Co-Creation (Community Project Development): Collaborate with NALAG and selected advanced municipalities to co-develop a Community Project Development Curriculum. The curricula must cover: 

Community needs identification and participatory planning; 

Donor engagement and resource mobilisation; 

Project design and logical framework development; 

Project assessment and selection criteria;

Basic financial planning and budgeting; 

Results-based monitoring and evaluation; 

Reporting, knowledge management, and the use of evidence for decision-making. 

Curricula Development (ToT): Develop a separate training-of-trainers curriculum focused on adult learning facilitation, training techniques and technical subject matter. 

Training of Trainers (ToT): Deliver a ToT programme to create a sustainable pool of qualified local trainers (including municipal staff and local experts), ensuring technical knowledge transfer, facilitation skills and sustainability. 

Coaching of newly trained trainers: Provide coaching to the newly trained trainers for the preparation and delivery of the training on Community Project Development to selected municipal staff.

Deliverable 1- Inception Report and Methodology: Includes a detailed work plan, methodology for the needs assessment, and stakeholder engagement plan. Submitted by mid-March 2026.

Deliverable 2- Needs Assessment Report: Summary of gaps and training needs identified across the target municipalities. Submitted by April 2026.

Deliverable 3- Project Development Curricula: Drafted and finalised training modules, manuals, and tools (covering project design, selection, and monitoring and evaluation), validated by NALAG and IOM. Training content is both relevant and adaptable to local contexts.  Submitted by July 2026.

Deliverable 4- Training-of-Trainers Curricula: Drafted and finalised ToT curriculum. Submitted by mid-September 2026.

Deliverable 5- Delivery of the Training of Trainers: October 2026

Deliverable 6- Support the preparation and delivery of training to municipal staff through coaching: November 2026

Deliverable 7- Execution of ToT and Final Report. Delivery of the Training of Trainers workshop(s) and a final report summarising the outcomes and the list of qualified trainers established. Submitted by December 2026.Performance indicators for the evaluation of results

Delivers the listed deliverables on time and with good quality. Quality of training materials and their practical applicability for municipalities. 

Successful establishment of a pool of local trainers. 

Feedback from NALAG and participating municipalities.  Education

University degree in social sciences, public administration, development or other relevant fields. Experience

Extensive experience in local governance, community development, and project cycle management. 

Proven experience in developing training curricula and delivering ToT programmes. 

Strong knowledge of the context of local self-government in Georgia and previous cooperation with NALAG is an asset. 

Experience in donor engagement and resource mobilisation strategies. Skills

Analytical thinking and ability to translate complex concepts into practical tools. 

Strong facilitation and communication skills. 

Proficiency in MS Office and online collaboration tools. Languages

Fluency in Georgian and English is required. IOM’s official languages are English, French and Spanish.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. Travel required

Yes. Travel within Georgia (specifically to the target regions: Adjara, Guria, Imereti, Kakheti, Mtskheta- Mtianeti, and Samegrelo-Zemo Svaneti) is foreseen for the needs assessments and training delivery. Required Competencies IOM’s competency framework can be found at this link.
