Project Context and Scope:
The UN’s Sustainable Development (SDG) Agenda recognizes migration as an important driver for development. Migrant workers are integrated into the global economy, primarily in destination countries, in various sectors such as agriculture, construction, food processing, manufacturing, services and hospitality. 
Although the benefits of migration are well-documented, migrant workers remain disproportionately vulnerable and are three times more likely to be in exploitative conditions compared to local workers. According to 2022 Global Estimates of Modern Slavery, Asia-Pacific region remains the region with the largest number of people in forced labour, 15.1 million, which is more than half of the global total. Concerningly, the private sector is responsible for 86 per cent of forced labour.
The IOM Malaysia CO has a variety of projects regarding migrant protection and assistance, research, policy, and a growing labour migration portfolio working with private sector to promote migration, business and human rights of migrant workers in global supply chains. Specifically, through the Regional MBHR in Asia programme, IOM contributes to enhanced regular labour migration pathways, better protection of and increased respect for the rights of migrant workers in Asia through effective human rights due diligence in supply chains, meaningful stakeholder engagement, and addressing harm in line with the UNGPs.
Under the direct supervision of the Programme Coordinator (Migration, Business and Human Rights) and in close coordination with Chief of Mission (CoM) for Malaysia, the successful candidate will provide technical advice and support to the Country Offices to strengthen programmatic implementation and to strategically expand programming opportunities among the various activities and the identification of synergies among programmes and projects within the Malaysia country office, as well as other countries offices within the specific technical portfolio.
In particular, the Advisor will support as a thematic resource and support technical leadership in areas such research, capacity building, remediation, migrant worker voice and civil society collaboration or development of technical tools and resources. They will further support government, private sector and donor engagement and prospecting of opportunities for the mission, in collaboration with leadership and the Project Support Unit (PSU).

Develop and implement staff capacity building on subject matters related to labour migration, business and human rights, ethical recruitment, grievance and remediation, private sector engagement, and human rights due diligence. Research and identify potential funding sources among government and non-government donors, including private sector companies, in line with IOM’s overall strategy in the country, MBHR – Asia programmatic private sector strategy, and in coordination with the CoM and Programme Managers, liaise with donors to discuss programme and project possibilities and funding requirements. Development of a bank of project concepts, fundraising strategy, including identification of stakeholders, donors and partners, and a private sector outreach and engagement workplan for 2025-2026. In coordination with mission leadership, contribute to the development of advocacy strategies, supporting the Programme Coordinator and the Chief of Mission in technical or strategic meetings with external stakeholders, including relationship development with prospective donors. Analyze available mission data related to migration, business and human rights and produce relevant factsheets for donor outreach showcasing benefits of partnering with IOM Malaysia. Provide technical advice and inputs for monitoring activities in the CO to ensure the production and dissemination of data in relation to implementation challenges, potential solutions and the timely delivery of activities and services within the designated timeframe as necessary. Support project implementation of national activities of the Migration, Business and Human Rights in Asia Programme, including through supporting national staff, conducting thematic reviews, conducting research, or implementing capacity building. Provide backstopping on operational, budgetary and programmatic aspects of the CO Labour Mobility and Social Inclusion (LMI) and Migrant Protection and Assistance Units (PXD) in line with the CO’s and regional strategy. Assess and prepare documents necessary for project development, reporting, implementation and donor liaison purposes. Master’s degree in Law, Social Sciences, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.EXPERIENCE
Experience in research, documentation, or content development is an advantage. Proficiency in MS Office Suite (Word, Excel, PowerPoint). Familiarity with migration and recruitment issues is desirable.SKILLS
Experience working in the international development field; Experience in managing, developing and implementing programmes related to labour migration, the protection of migrant workers in supply chains, migrant assistance and private sector engagement; Experience in liaising with governmental authorities, other national/international institutions and international donors; Demonstrated experience with Labour Migration, Social Inclusion, Sustainable Development, migrant protection, business and human rights or previous experience engaging with the private sector essential; Demonstrated experience in programme and project management including budget planning and monitoring; and, Demonstrated experience working with the private sector, including on forced labour or business and human rights.Travel required
