Terms of ReferenceConsultancy on the implementation of the EU Pact on Migration and Asylum in Luxembourg
The overall purpose of this consultancy is to foster an implementation of the EU Pact on asylum and migration in Luxembourg that abides by high international protection standards.
The scope of the assignment relates to a first phase of the EU Pact implementation in Luxembourg and is mainly related to the internal dimension of the Pact.
Under the guidance of the Legal Officer heading the Belgian and Luxembourg unit in the UNHCR Multi-Country Office and in close collaboration with the Senior Protection Associate for Luxembourg, the tasks of the consultant will include:
• Review selected EU Pact related texts and background documents and of UNHCR advocacy strategy and guidance on the matter, as well as other relevant internal notes and materials.
• Engage in dialogue with relevant stakeholders, including the national coordinator/General Department of Immigration.
• Consult NGOs and support/complement their advocacy as relevant.
• Identify priority points of concern in the light of UNHCR advocacy guidance (based on assessment of the Luxembourg legal and operational framework).
• Adapt key advocacy message to national context
• Produce a concept note developed to seek private sector funding in support of UNHCR’s advocacy related to 2nd Phase of EU Pact implementation in 2025
• Produce an advocacy strategy including timeline, on the way forward for 2025 and beyond.
Qualifications and experience
Education
The consultant should have an advanced university degree in law, international law or related field, with specialization in international refugee law, human rights law and EU law.
Languages
French and English are essential. Knowledge of German is an asset.
Work experience
• Minimum ten years of experience in the field of asylum and refugee policy, preferably at EU and/or Member States’ levels.
• Solid experience in reviewing and analyzing asylum policy and legislation, and in drafting notes and reports.
• Solid experience in research and assessment of implementation of EU law by national authorities.
