Duration of Consultancy: 30 days (over a 11-month period: July 2025- June 2026) Nature of the Consultancy: Support the International Organization for Migration (IOM) mission to Georgia with a local stakeholder mapping exercise to identify available services, capacities, needs and gaps of local actors, particularly civil society organizations (CSOs), who support the reintegration of returned migrants in Georgia. Project Context and Scope
The Programme “Enhanced Opportunities for Returning Migrants in Georgia”, funded by the Swiss Agency for Development and Cooperation (SDC), implemented by IOM mission to Georgia, aims to support the sustainable reintegration of returned migrants in Georgia and improve their economic and social well-being, by enhancing the responsiveness and coordination of national and local stakeholder, improving the contribution of local self-governments and other local stakeholders, including through provision of information and services to returnees, and increasing the opportunities for economic reintegration, social inclusion, and financial inclusion of returnees and their families.
The programme adopts a comprehensive reintegration approach at the individual, community and structural levels, emphasising a gender-sensitive and human rights-based approach. The programme builds on existing policies, such as Georgia’s Migration Strategy 2021-2030, while aims to address gaps in governance, coordination and capacity at both local and central levels.
Recent migration trends in Georgia reveal and increase in returns, especially from EU+ countries, including rejected asylum seekers and long-term migrants, which is straining the reintegration system. Returnees often face difficulties reintegrating due to limited employment opportunities, skill mismatches, psychological distress and restricted access to services. Reintegration efforts are hampered by insufficient support, lack of coordination between central and local authorities and limited involvement of local stakeholders, private sector actors and diaspora networks. Economic reintegration remains a significant challenge, coupled with gender-specific barriers impacting female returnee’s economic inclusion.
The main challenge the programme intends to tackle is the insufficient and unsustainable reintegration of returned migrants in Georgia, which hampers their social and economic inclusion and limits their potential contribution to the development of their communities and the country. The overall goal is to enable migrants to achieve economic self-sufficiency, social stability and psychosocial well-being, thereby strengthening their ability to contribute to Georgia’s development.
Key objectives:
Strengthen the institutional capacity of national stakeholders to implement a consolidated comprehensive reintegration framework. Empower local self-governance and other local stakeholder to address community development and reintegration challenges. Support returned migrants in overcoming employability and employment barriers, improving financial literacy and accessing tailored social services. Leverage the diaspora’s expertise and investments to contribute to the local economic development.IOM Georgia is seeking to hire a national consultant that will support the mapping of the available services, capacities, needs and gaps of local stakeholders in support of the reintegration of returnees at local level. This activity, implemented in cooperation with NALAG and the municipalities[1], will provide the local self-governments with information on the existing and potential contributions of other local level stakeholders in support of the reintegration of returnees in the respective are. Under the direct supervision of the IOM Programme Manager, the national consultant will be responsible for:
Develop and submit an Inception Report outlining the overall approach and objectives of the assignment, the methodology, including qualitative and quantitative data collection tools, and a comprehensive work plan with clear timelines and milestones for each stage of the consultancy. Identify and Categorize Stakeholders: Conduct extensive mapping to identify key local stakeholders across relevant sectors—focusing on CSOs, private sector actors and service providers involved in reintegration. Classify stakeholders by type, geographic coverage, target groups, and their specific roles in the reintegration process. Create a comprehensive matrix summarizing the identified stakeholders and their attributes. Assess the services currently provided by stakeholders, their operational capacities, and any existing partnerships or networks. Organize and facilitate consultation meetings and interviews with key stakeholders to validate data and findings. Draft a detailed mapping report presenting the findings and formulate actionable, evidence-based recommendations for strengthening reintegration support and cooperation at local levels between local self-governance authorities and providers. Present key findings and recommendations at a validation workshop for stakeholders, collect stakeholder feedback and incorporate into the final mapping report. Submit the finalized mapping report, integrating stakeholder feedback and any additional analysis as required by IOM.
