Result of ServiceIn close consultation with UNSD and STATIN, the consultant will support the implementation of planned activities, including the development of technical materials to improve compilation of international migration statistics in Jamaica. Specifically, the consultant will: • Conduct a comprehensive scoping and audit of official statistical data sources (census/surveys) along with administrative data sources relevant to international migration in Jamaica. • Develop the capacity of national staff to produce 2 to 3 international migration statistics selected in consultation with national stakeholders, in line with the UN Recommendations on Statistics of International Migration and Temporary Mobility (subject to data availability). • Provide recommendations with a work plan developed in consultation with national stakeholders for ongoing improvement and maintenance of Jamaica’s migration data system for sustainability beyond the end of the project. Work Assignment The consultant will undertake the following tasks: 1. Participate in meetings with the Data and Information Systems Sub-Committee of the National Working Group on International Migration and Development of Jamaica to discuss the data mapping/audit exercise, highlight its importance for a modernized database, share best practices, and outline expected outcomes. 2. Review and mapping of statistical and administrative data sources related to international migration • Develop a questionnaire to map international migration data and relevant stakeholders.Use the questionnaire to compile an inventory, with metadata, of existing statistical and administrative data sources relevant to international migration, including their custodians, coverage, quality (accuracy), formats, and frequency of collection and dissemination. 3. Map data flows and institutional arrangements governing the collection, sharing, and use of these sources.Assessment of data quality • Apply relevant international standards (e.g., UN Recommendations on Statistics of International Migration and Temporary Mobility, SDG indicator framework, UN National Quality Assurance Frameworks, Principles and Recommendations for Population and Housing Censuses, Rev. 4) to evaluate data quality, including completeness, accuracy, timeliness, comparability, and accessibility. 4. Gap and challenge analysis • Identify gaps, overlaps, and inconsistencies in existing statistical and administrative data sources related to international migration. • Review existing migration database in NSO and identify requirements to strengthen and modernized the database • Highlight legal, institutional, and technical barriers including the availability of metadata to effectively use administrative data for migration statistics. 5. Calculation of core international migration statistics • Develop capacity of national staff to produce 2-3 international migration statistics (eg. net migration, work permits issued to migrant workers, or remittance inflows) selected in consultation with national stakeholders. 6. Recommendations for improving access, timeliness, and granularity • Propose actionable measures to improve the availability and integration of administrative data sources, including proposals for obtaining and maintaining access agreements between data providers and the NSO. • Suggest steps to enhance interoperability and disaggregation (e.g., by sex, age, nationality, geographic location, etc.) with focus on the use of common concepts, definitions and classifications. 7. Preparation of technical report and presentation of findings • Produce a comprehensive technical report summarizing the scoping and audit findings, data quality assessment results, and recommendations. • Present key findings and proposed actions to the NSO and UNSD to inform decision-making and follow-up capacity-building activities. Work LocationThe consultancy is home-based with regular phone and web conference meetings with UNSD, STATIN Jamaica, line ministries and other administrative data producers, and other partners. Expected durationThe consultant will work during the period from 1 December 2025 to 31 May 2026. Duties and ResponsibilitiesData and statistics are essential for understanding, managing, and mitigating the economic, environmental, human, and social impacts of external shocks and stressors. They are equally critical for designing appropriate responses and accelerated actions to put countries back on track to achieving the Sustainable Development Goals (SDGs). Almost 10 years after the adoption of the 2030 Agenda for Sustainable Development, countries still rely on outdated and incomplete statistics to inform implementation and review progress. SIDS face a unique set of challenges that are well documented and are highlighted in the recent “Antigua and Barbuda Agenda for Small Island Developing States (ABAS): A Renewed Declaration for Resilient Prosperity”, the Sendai Framework for Disaster Risk Reduction, the Addis Ababa Action Agenda (AAAA), the Paris Agreement and the 2018 OECD report “Making Development Co-operation Work for Small Island Developing States”. All these challenges underscores the need for improved data collection and statistical analysis to enable SIDS to plan effectively, monitor and evaluate implementation, and track progress towards the SDGs and other internationally agreed development goals. To address these challenges, DESA’s Statistics Division (UNSD) and the SIDS Unit of the Division for Sustainable Development Goals (DSDG) have launched the DATAS initiative following the Data For Now implementation approach. The project aims to strengthen national statistical systems through four interconnected components: i. National data governance and coordination ii. National data production and availability iii. National data dissemination and reporting iv. SIDS-to-SIDS collaboration and experience exchange In Jamaica, the Statistical Institute of Jamaica (STATIN) is the national project owner of DATAS and leads its implementation following the work approach of the Data for Now initiative. STATIN has identified international migration as one of the priority areas, recognizing its significance for national development planning and policy. The Institute also recognizes that timely, reliable and accurate statistics are essential to measure migration dynamics and to inform evidence-based decision making. This focus aligns with Jamaica’s Vision 2030 National Development Plan and the National Policy on International Migration and Development, both of which emphasize the need for robust data systems to monitor migration trends and guide strategic interventions. Previously, Jamaica developed a migration database to support evidence-based policymaking and diaspora engagement. However, to meet current and future data demands, STATIN now aims to revive and expand this database into a comprehensive migration register/system. Achieving this goal will require stronger inter-agency coordination and collaboration among ministries, departments, and agencies (MDAs) in Jamaica, in line with the implementation plan of the International Migration and Development Policy (IMDP). Qualifications/special skillsAt least 15 years of experience with international migration data, statistics, concepts, definitions, and technical issues.
