UNESCO invites you to submit a written proposal for the work assignment described in the following section. For the preparation of this proposal below are the elements to be considered. In addition to completing the online application (required), you must submit:
UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organisation best value for money.

Two separate files should be sent, one for the technical proposal and one for the financial proposal. Under the authority of the Director of the UNESCO Regional in Santiago, the direct supervision of the relevant Programme Specialist, and in close consultation and coordination with the Global Citizenship and Peace Education Section of the Education Sector, the contract holder will contribute to the regional coordination of UNESCO’s activities relating to Addressing Hate Speech through Education and Holocaust and genocide education, notably the International Program for Holocaust and Genocide Education through a series of targeted deliverables. This includes the following:
a.Support the finalization and publication of the Latin American Regional Guide for Peace Education, ensuring conceptual coherence with other UNESCO’s regional and global landmark documents, in particular the 2023 Recommendation on Education for Peace, Human Rights and Sustainable Development, including close consultation and coordination with the Global Citizenship and Peace Education Section and UNESCO Santiago’s team throughout the publication process, and development and implementation of communications and dissemination plan and a regional launch event. In undertaking the above, ensure full consultation and involvement of the relevant colleagues in other UNESCO Offices in Latin America and the Caribbean (LAC).
b.Support further development of Latin American and Caribbean Holocaust and Genocide Education Network, including a revision of its terms of reference to highlight the importance of dealing with the past and reconciliation approaches. This includes, but is not limited to, the organization of meetings with country counterparts in the region, close collaboration with other UNESCO offices in the region, identification of potential stakeholders for the Network, coordination of Network meetings, development of the Network plan of action in close consultation with Network stakeholders, UNESCO Field Offices and the Global Citizenship and Peace Education Section.
c. Support the organization of a regional consultation on Addressing Hate Speech through Education in close collaboration with the UNESCO Offices in the LAC region and the Global Citizenship and Peace Education Section. This consultation may take place as stand-alone event, or as part of the Media and Information Literacy (MIL) Week, to be held in Colombia in October. In preparation of the consultation, undertake a mapping of Hate Speech related educational policy documents and actions undertaken in the LAC region.
d. Supporting activities related to cooperation with Yad Vashem in the region, including conceptualization and implementation of activities with contextualization of relevant materials.
e.Remain well versed about new research and regional trends in Education, and contribute to the development of pertinent strategy papers, technical notes, frameworks and documents, articles related to GCED and the Education 2030 Agenda in the region.
f. Contribute to communication (website, social media and other supports), outreach, and advocacy on all above-mentioned activities.
