Seeking for an individual consultant for a comprehensive analysis of existing materials on food systems diagnosis and reporting frameworks (formats, tools and indicators) Landscaping Analysis. The consultant is also expected to evaluate the policy and reporting framework of the Ethiopia Comprehensive Africa Agriculture Development Programme (CAADP) Biennial Review (BR) process. Ensure alignment with the ACP, identifying areas for improvement and providing strategic guidance to enhance effectiveness and compliance to the continental guidelines. Finally, develop practical and innovative policy recommendations to support the design of sustainable food system pathways in Ethiopia. Ensure that these recommendations align with the Africa Common Position (ACP) on Food Systems, taking into account local contexts and needs.
Background
There are several reports that provide detailed assessment of Ethiopia's food system. To translate these findings into actionable policy recommendations, a concise policy brief is required. This brief should align with the Africa Common Position on Food Systems and propose clear, strategic pathways for the development of Ethiopia's food system transformation agenda.
Moreover, the African Common Position (ACP) on Food Systems, developed through a consultative process, encapsulates the unique priorities and challenges of the continent regarding food systems transformation. Incorporating these pathways into the CAADP framework ensures that the review process is closely aligned with Ethiopia’s specific needs and aspirations. By mapping these pathways to the CAADP framework, there is an opportunity to develop targeted indicators that more accurately reflect the progress in areas critical to Ethiopia food systems, such as nutrition, sustainability, resilience, and inclusivity.
Required Qualifications
• Advanced degree in Development Economics, Agricultural Economics or other related social science
• Strong analytical skills with the ability to interpret complex data and translate it into clear, actionable insights.
Knowledge, Skills and Abilities
• Proven experience in policy analysis, particularly in food systems, agriculture, or related fields.
• Excellent written and verbal communication skills, with experience in preparing reports and policy briefs.
• Knowledge of the Ethiopia food system and the CAADP process is highly desirable.
• Ability to work collaboratively with diverse teams and stakeholders.
Deliverables and Duration
April 2024 – May 2024
Deliverable 1: A policy brief format. Drawing on the food system countdown indicators (FSCI) and food systems diagnostic landscaping analysis (FSDLA), develop a policy brief format that captures food systems indicators, policies and actors and recommendations.
Deliverable 2: Customize ACP reporting template for Ethiopia. Based on the draft template for mapping food systems pathways to the CAADP Biennial Report (CAADP-BR) produce a template that captures Ethiopia’s NDCs reporting framework and serves the main purpose of improving existing reporting frameworks using the food system approach.
Deliverable 3: Customize and elaborate on the mapping of ACP with BR. Discuss the relevance of the findings for Ethiopia while highlighting gaps and variables the country is struggling to report on and propose a set of recommendations
Deliverable 4: Assess the compliance of the National Agriculture Investment Plans or Frameworks (NAIP/F or equivalent) with ACP and NDCs using the guideline checklist provided with the ToR and propose a set of recommendations for improvement.
