Expected duration19 Aug 24-18 Aug 26 Duties and ResponsibilitiesESCAP plans to recruit an international consultant (hereinafter referred to as the “Consultant”), who would provide an overview of the existing knowledge on the role, priorities and progress of digital transformation in economic and sustainable development within EAEU and ASEAN. With support from ESCAP and in close collaboration with the National Consultant, the Consultant will lead the analysis, internal governmental consultations during the policy dialogues where possible, stakeholder engagement, and documentation development essential for crafting the policy report. Serving as the primary drafter, the Consultant will leverage inputs from primary source materials and actively engage in consultations with stakeholders within the subregions. Additionally, the Consultant will collaborate with ESCAP SROSEA in providing inputs to the programme/reports of the policy dialogues. The main responsibility of the Consultant will be conducting a comprehensive study to build upon the lessons learned from the policy dialogues and explore the role of digital transformation in EAEU and ASEAN’s economic and sustainable development, working in close coordination with ESCAP and the National Consultant. Furthermore, this initiative aims to integrate the digital transition and innovation into the ASEAN and EEC frameworks, advancing the sustainable development agenda. By addressing social and economic issues associated with digital transformation, the project will identify best practices and offer recommendations to enhance economic and sustainable development while pinpointing areas for further cooperation. Qualifications/special skills• Masters or doctorate degree in ICT, social science, economics, public administration, statistics, and data, monitoring or related field. PhD qualification is desirable. • Knowledge of information and communication technology as well as strong skills in development of policy papers, technical ICT reports and UN publications. • Proven research and writing skills, consulting experience in ICT at national or subregional institutions and experience of work with UN. • In-depth understanding of the United Nations' 2030 Agenda, including its focus on gender equality and equity. • Knowledge of states in specified subregions, including their goals, commonalities, and synergies. This includes shared interests, and country capacity. • Knowledge in digital transformation across several sectors, such as energy, transportation, and agriculture, encompassing knowledge of emerging technologies, trends, and best practices to drive innovation and efficiency. • Familiarity with key stakeholders in both subregions regarding digital transformation and their operational context. • Proficiency in organizing and moderating meetings. • Minimum of 10 years of demonstrated understanding of the dynamics within the EAEU and ASEAN.
