Project Context and Scope

The International Organization for Migration (IOM – UN Migration), through its offices in France and in Brazil, is launching the second phase of the project \"Climate Migration in Urban Areas: Challenges, Perceptions, and Inclusion\" in collaboration with and funded by the City of Paris.

Drawing on its expertise and objectives in environmental migration, climate change adaptation, and urban resilience— as outlined in its Institutional Strategy on Migration, Environment, and Climate Change 2021-2030— IOM supports local authorities in addressing the underlying challenges and seizing opportunities related to migration and displacement in the context of climate change, environmental degradation, and natural hazard-related disasters.

Climate migration, though difficult to quantify, is increasingly relevant. Exposure to climate risks could play a role in the intensification of internal and international migration flows, towards major cities such as Paris or Rio de Janeiro.

Cities are at the heart of adaptation; they must address the consequences of climate change, strengthen the resilience of their populations, and play a key role in welcoming and integrating migrant populations. Despite their contrasting demographic, socio-economic, and geographical contexts, Paris and Rio de Janeiro are both facing the challenges of urban adaptation in the context of climate change.

This initiative will explore the strategies of Paris and Rio de Janeiro to address the environmental adverse factors of migration and the policies aimed at welcoming and integrating climate migrants.

This approach aligns with the broader framework of the City of Paris Climate Plan, its Resilience Strategy, the Paris Agreement, as well as the commitments made by Member States under the Global Compact for Migration, the New Urban Agenda, the Sendai Framework for Disaster Risk Reduction, the IOM Strategic Plan, and the following Sustainable Development Goals (SDGs):

SDG 10 Reduced Inequalities, particularly target 10.7 on migration and mobility.

SDG 11 Sustainable Cities and Communities.

A master's degree from an accredited academic institution in Social Sciences, Political Sciences, Urbanism or related fields. A PhD degree is desirable. Experience Experience in research on the topic of migration, environment and climate change in cities is desirable. Skills Excellent communication skills, written and oral. Languages Proficiency in Portuguese and English are required; knowledge of French is an advantage. IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required Travel may be required of the consultant during the course of the consultation.
