Project Context and Scope

The project “Enhanced Opportunities for the Returning Migrants in Georgia”, funded by the Swiss Agency for Development and Cooperation (SDC), implemented by International Organization for Migration (IOM) mission to Georgia, aims to support the sustainable reintegration of returned migrants in Georgia and improve their economic and social well-being, by enhancing the responsiveness and coordination of national and local stakeholders, improving the contribution of local self-governments and other local stakeholders, including through provision of information and services to returnees, and increasing the opportunities for economic reintegration, social inclusion, and financial inclusion of returnees and their families. 

The programme adopts a comprehensive reintegration approach at the individual, community and structural levels, emphasizing a gender-sensitive and human rights based approach. The programme builds on existing policies, such as Georgia’s Migration Strategy 2021-2030, while aims to address gaps in governance, coordination and capacity at both local and central levels.

Recent migration trends in Georgia reveal an increase in returns, especially from EU+ countries, including rejected asylum seekers and long-term migrants, which is straining the reintegration system. Returnees often face difficulties reintegrating due to limited employment opportunities, skill mismatches, psychological distress and restricted access to services. Reintegration efforts are hampered by insufficient support, lack of coordination between central and local authorities and limited involvement of local stakeholders, private sector actors and diaspora networks. Economic reintegration remains a significant challenge, coupled with gender-specific barriers impacting female returnees’ economic inclusion.

The main challenge the programme intends to tackle is the insufficient and unsustainable reintegration of returned migrant in Georgia, which hampers their social and economic inclusion and limits their potential contribution to the develop of their communities and the country. The overall goal is to enable migrants to achieve economic self-sufficiency, social stability and psychosocial well-being, thereby strengthening their ability to contribute to Georgia’s development.

Key objectives:

Strengthen the institutional capacity of national stakeholders to implement a consolidated comprehensive reintegration framework.  Empower local self-governance and other local stakeholders to address community development and reintegration challenges.  Support returned migrants in overcoming employability and employment barriers, improving financial literacy and accessing tailored social services.  Leverage the diaspora’s expertise and investments to contribute to the local economic development.

The Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs (MoHLSA) is the lead partner of the programme, responsible for coordinating the revision and implementation of the State Reintegration Programme and the reintegration framework, participating in the policy dialogue meetings, and providing data and information on return flows and returnee profiles. The main interest of MoHLSA is to improve the effectiveness and efficiency of the reintegration support to returnees, enhance the coordination and cooperation with other stakeholders, and align the reintegration framework with the national policies and strategies. The main contribution of MoHLSA is its policy and strategic guidance, institutional and legal framework, human and financial resources, and data and information. MoHLSA is also involved in the migration mainstreaming and vertical cooperation activities, which aim to integrate migration and reintegration issues into the sectoral policies and strategies, and to facilitate the communication and collaboration between central and local authorities on migration and reintegration matters.

The programme will provide technical support to the MoLHSA to finalize the reintegration vision, conduct an evaluation of the current State Reintegration Programme (SRP) and provide recommendations for its revision, develop the new methodology for the revised SRP, develop and implement an information and awareness raising campaign on the revised SRP.

IOM Georgia is seeking to hire a consultant that will support MoLHSA (Department of Social Policy, IDPs and Labour Policy, IDPs, Eco-migrants and Policy Division) in the implementation of actions aimed at improving the reintegration of Georgian return migrants, in line with the programme objectives and activities and MoLHSA mandate.

Policy/Programme Development Support

Support the development and finalization of the reintegration vision (document) ensuring it aligns with national strategies, regulations and international best practices; Support MoLHSA for the review the sectoral priority “Reintegration of returned migrants” during the Migration Strategy 2021-2030 mid-term review Support the evaluation and revision of the State Reintegration Programme, identifying areas for improvement and proposing potential solutions; Support MoHLSA in the process of mainstreaming migration into relevant sector strategies; Support MoLHSA for the policy dialogue and vertical cooperation with local governments. 

Coordination and Communicationt

Maintain regular communication with the Programme Implementation Unit (PIU) to ensure effective coordination and information sharing. Facilitate coordination with stakeholders, including governmental bodies, non-governmental organizations, and international partners, to ensure harmonized implementation of reintegration activities and ensure the effective role of the MoHLSA, as a chair of the SCMI Integration Working Group; Maintain regular communication with the international and local consultants engaged in the framework of the programme to ensure effective coordination and information sharing.

Awareness and Capacity Building 

Provide technical support to capacity-building activities planned in the framework of the programme for the staff of the MoHLSA and integration working group members on migration governance and mainstreaming issues; Support the development and implementation of information and awareness-raising campaigns; Contribute to the regular update of the Reintegration Referral Guide.

Monitoring and Evaluation 

Contribute to the monitoring and evaluation of the programme implementation, by providing information and data as relevant; Support MoLHSA in tracking the implementation progress of the reintegration vision (document), Migration Strategy 2021-2030 relevant objectives and State Reintegration Programme; 

Administrative Support 

Provide logistical and administrative support for the programme activities, including organizing meetings, workshops, and stakeholder consultations; Maintain accurate records and documentation of activities, outputs, and decisions; Undertake additional tasks as assigned by the supervisor.   Performance indicators for the evaluation of results Monthly reports describing implemented activities submitted to IOM on the same date on each month. The date will be determined in coordination with the consultant and the beneficiary entity. The report template will be provided by IOM.     Education University degree in social sciences, public administration, development or another relevant field Experience Previous working experience in the field of reintegration of returned migrants or similar fields; Good knowledge of the policy and practice in the field of reintegration of returned Georgian migrants; Experience in cooperating with various stakeholders, including international organizations Skills Analytical thinking and problem-solving abilities;  Strong organizational and communication skills;  Proficiency in MS Office and online collaboration tools Languages Fluency in Georgian and English is required IOM’s official languages are English, French and Spanish.
