To provide technical support in relation to the HMIS transition to DHIS2 platform and the implementation of the Action plan on Digital Health.
Cambodia's health information ecosystem is fragmented, with multiple information systems operating in silos with limited interoperability. The Health Management Information System (HMIS) which is currently being transitioned to the DHIS2 platform primarily serves statistical reporting needs but does not draw data from other systems already collecting some of the data captured by it. There are other parallel initiatives to develop electronic medical records (EMRs) for non-communicable diseases (NCDs) and by national hospitals further highlight the urgent need for digital health standards. In this backdrop, a digital health enterprise architecture is to be developed with a five-year action plan 2026 - 2030 which sets out the roadmap for digital transformation along with a longer-term digital health strategy.
WHO as a key partner in digital health is seeking technical expertise to support this transformation. We will recruit a consultant to provide technical support in relation to the HMIS transition to DHIS2 platform and the implementation of the Action plan on Digital Health.
Output 1: Provide technical advice and coordinate work related to the HMIS transition to DHIS2 with seamless data exchange with information systems of priority programmes
Deliverable 1.1: Provide technical support in the smooth transition to DHIS2 including the implementation and tracking of the transition work plan
Deliverable 1.2: Support MoH in mapping indicators and data elements between different systems and identify data that could be shared across different systems
Deliverable 1.3: Coordinate with all stakeholders relating to the coordination work to ensure efforts and investments are aligned and there is no duplication
Deliverable 1.4: Coordinate efforts in ensuring seamless data exchange between HMIS on DHIS2 and information systems of priority programmes, specifically malaria, TB, HIV, immunization and EMR
Deliverable 1.5: Develop documentation relating to the transition particularly support in developing funding proposals, progress and donor reports and ensure adequate technical documentation are developed submitted by the different contractors
Output 2: Provide technical support in the development of a digital health enterprise architecture and a 5-year costed action plan along with an enterprise architect
Deliverable 2.1: Review, map and document the current digital health ecosystem and architecture of Cambodia and validate it with extensive stakeholder consultation
Deliverable 2.2: Support the Ministry of Health in coordination and engagement with all relevant stakeholders in developing the digital health enterprise architecture
Deliverable 2.3: Liaise with digital health enterprise architect and all stakeholders in developing the enterprise architecture for health in Cambodia along with a costed action plan
Output 3: Provide technical support to Ministry of Health in building foundation digital public infrastructure for health
Deliverable 3.1: Provide technical expertise in discussions and stakeholder engagement and documentation on the development of a health facility master registry (including private and hospitals belonging to other sectors and offering health care to public) and support the development of SOPs for its updating. Also support the hosting of it on a shared registry platform and test it in selected settings
Deliverable 3.2: Provide technical expertise in discussions and stakeholder engagement and documentation on the development of a client register with unique ID on hosting of it on a shared registry platform and test it in selected settings. Support stakeholder engagement on the agreement of a unique identifier to be used in health.
Deliverable 3.3: Provide technical expertise in discussions and stakeholder engagement and documentation on the development of a provider register with unique IDs (including healthcare providers belonging to private sector) on hosting of it on a shared registry platform and test it in selected settings
Deliverable 3.4: Provide technical expertise in discussions and stakeholder engagement and documentation on the development of terminology service registry on hosting of it on a shared registry platform and test it in selected settings
Output 4: Provide technical guidance to Ministry of Health on interoperability and standards
Deliverable 4.1: Support Ministry of Health developing interoperability standards in digital health
Deliverable 4.2: Develop a checklist for the assessment of software solutions on the conformance to national interoperability standards
Deliverable 4.3: Develop minimum data sets for Electronic Medical Records and design interoperability framework
Essential: Master’s degree in computer science, programming, data science or related field.
Desirable: Doctorate degree in computer science, programming, data science, public health, and related areas.
Essential: At least 7 years' work experience in digital health, health information systems strengthening at country and international level.
Extensive work in digital health governance, interoperability and standards particularly FHIR inter-operability standards
Led stakeholder consultations and leading technical discussions relating to priority topics in digital health
Desirable: Experience in working with countries in the WHO Western Pacific Region is an advantage.
Exposure to Electronic Medical Record (EMR) systems, DHIS2 and other health information software solutions
Digital Health enterprise architecture
Interoperability standards particularly FHIR
Strong foundation in working with Health Information Systems
Essential: Advance written and spoken fluency in English is essential.
Desirable: Proficiency in Khmer would be an added advantage
On site: WHO Country Office in Phnom Penh, Cambodia
The consultant would be expected to undertake duty travel (mission) to provinces as part of this assignment.
Exact dates are subject to agreement with WHO Country Offices and Member State Governments.
Remuneration: Pay band Level B, USD 8,000 (monthly)
Expected duration of contract: 8 months, May to December 2025
