The incumbent will support the WHO Kiribati Country Liaison Office (CLO) and the Kiribati Ministry of Health & Medical Services (MHMS) in optimizing the newly established District Health Information System (DHIS2). This includes functional expansion, historical data migration, capacity building, and the phased rollout to healthcare facilities across the outer islands.
The Te Mamauri Project, funded by KOICA and GEF through UNDP, is implemented by WHO Kiribati in partnership with the Ministry of Health and Medical Services (MHMS) to strengthen the climate resilience of Kiribati’s health system. Reliable health information systems are essential for monitoring climate-sensitive health outcomes. WHO has assessed MHMS’s data systems, developed a DHIS2 implementation plan, and set up the DHIS2 server with customized modules and initial training in 2025.
To build on the progress made with DHIS2, the consultant will provide technical assistance to optimize and expand the platform, migrate historical data, and deliver comprehensive training for healthcare personnel and data managers in outer island facilities before rollout. This Short-Term Consultant (STC) will play a critical role in system enhancement, capacity building, and phased implementation, ensuring DHIS2 becomes a robust tool for climate and health data management across Kiribati.
Objective 1: Optimize and maintain the DHIS2 system to ensure stability, reliability, and high performance.
A stable and optimised DHIS2 production environment established and maintained, with documented processes for routine monitoring, timely issue resolution, and performance tuning to ensure system reliability and availability.
Programme configurations, metadata structures, and data quality assurance mechanisms reviewed and refined based on pilot rollout findings, with updated documentation ensuring alignment with national reporting workflows, operational processes, and field-level realities.
Objective 2: Design, configure, and deploy additional program modules in DHIS2 and migrate historical health data into the system.
Additional DHIS2 health programme modules designed, configured, and deployed beyond Monthly Statistical Report (MS1), fully aligned with national health priorities and reporting requirements.
Historical health datasets cleaned, structured, and uploaded into DHIS2 to establish baselines and enable enhanced analytics and visualization capabilities.
Objective 3: Deliver structured training and coordinate phased rollout across health facilities, including system setup and offline data capture.
Structured training and ongoing mentoring provided to HIU, EHU, and health facility personnel to strengthen national ownership of DHIS2 administration and use.
Phased rollout of DHIS2 coordinated across additional health facilities, including system setup, user management, data flow validation, and deployment of offline data capture through the DHIS2 Android application.
Objective 4: Develop multi-program indicators, dashboards, and routine reports, and support interoperability and migration to the permanent DHIS2 server.
Multi-programme indicators, dashboards, and routine reports developed and implemented to support the Annual Health Bulletin and strengthen national-level analytics.
System integration initiatives completed and migration to the permanent DHIS2 server achieved, ensuring interoperability, stability, and long-term operational sustainability.
Essential:
Bachelor’s degree in Computer Applications, Computer Science, or Information Technology.
Proficiency with DHIS2 applications, including configuration, customization, and management.
Advanced training or certification in DHIS2 configuration and administration.
Desirable:
Certification in data management, database systems or ICT for health.
Knowledge of epidemiology, health data standards and health systems is an advantage.
Postgraduate qualifications (Master’s level) in Health Informatics, Information system or Public Health are highly desirable.
Essential:
More than 5 years’ experience in DHIS2 design, implementation and training.
Demonstrated ability to work effectively within the socio-cultural environment, and operational contexts of Pacific Island countries, especially Kiribati.
Proven track record in integrating multiple data sources within DHIS2 and developing automated data pipelines for efficient health information management.
Desirable:
Demonstrated ability to integrate multiple health programs and data sources within DHIS2.
Experienced in developing dashboards, indicators, and automated reports for health information systems.
Hands-on experience in training healthcare personnel and data managers on DHIS2 use and maintenance.
Essential:
Ability to work rapidly and efficiently in fast paced, complex environments.
Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus.
Excellent presentation/facilitation skills, and strong formal public speaking skills.
Advanced ability to design, manage, analyze, and coordinate complex information system projects, computer-based applications and databases, web-based tools.
High level of analytical skills.
Ability to manage multiple, complex tasks with limited direct supervision.
Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.

On site: Tarawa, Kiribati (as per the approved work plan, for server migration to production and hands-on training)

The consultant will be required to travel to Kiribati to conduct onsite training.
a. Remuneration: Payband level – Band level - B, USD 450/day
b. Living expenses: A living expense is payable to on-site consultants who are internationally recruited.
c. Expected duration of contract: 11 Months
