Background
In the context of UNESCO’s Intersectoral Programme 1 on harnessing the synergies between culture and education, UNESCO and the Alwaleed Philanthropies concluded an agreement in November 2022 to launch a Fund-in-Trust (FIT) project, with two pilot components in Argentina and Tanzania, to foster community-based development through culture-related Technical and Vocational Education and Training (TVET) and employment. The pilot project, implemented since 2023, contributes to enhancing content- and context-relevant quality education, strengthening knowledge and skills acquisition, creativity and innovation, and gaining good practice data on strengthened synergies between culture and education, in line with the UNESCO Framework on Culture and Arts Education (February 2024).
Work assignment
I. In this context, under the overall authority of the Director for Cultural Policies and Development (a.i.), the supervision by the Programme Coordinator, and the direct supervision by the Project Manager, as well as in close consultation with the responsible officers in the UNESCO Offices in Dar es Salaam and Montevideo, the Consultant shall contribute to the successful implementation of the FIT project under the UNESCO-Alwaleed Philanthropies Agreement, and notably:
I.1. Ensure support and backstopping to the organization and documentation of country-based roundtables and other project-related events, in close cooperation with the UNESCO Offices in Dar es Salaam and Montevideo.
I.2. Provide support to the communication and coordination with the project’s expert groups, including the organization of online meetings of the groups, as adequate.
I.3. Carry out an in-depth analysis and update of the needs assessment reports for Argentina and Tanzania, with a focus on the state of integration of culture-related offers in both Technical and Vocational Education and Training (TVET) and Lifelong Learning.
I.4. Building on the lessons learned of the pilot project, provide support to the elaboration of concept notes and proposals that allow for sustained donor engagement by continuing and expanding the project’s approaches to fostering community-based development through culture-related TVET.
I.5. Provide support to the maintenance of the project-related webpages, ensure timely availability of all documents in English for submission to the donor, and support to the development of communication elements to promote the project’s contribution to evidencing the impact of UNESCO’s work on culture and education and related thematic advocacy.
TIME LINES AND DELIVERABLES
II. The Contractor shall submit the following deliverables:
II.1. by 28 February 2025: Activity report with recommendations on I.2 and I.5.;
II.2. by 30 May 2025: Activity report on I.1 and I.4, incl. 2 draft concept notes;
II.3. by 31 July 2025: Draft updated needs assessment reports as in I.3;
II.4. by 30 September 2025: 2 concepts notes and activity report on I.5;
II.5. by 31 December 2025: Final report on I.1, I.2, I.3, I.4, and I.5.
III. UNESCO will issue the payments after review and validation of each deliverable and based on an invoice, duly dated and signed by the Contractor.
Education:
University degree in cultural management, creative industries, arts, education, political sciences, or another relevant field.Work Experience:
A minimum of two years of work experience in culture and/or educational sector; A minimum of one year of work experience in an international context; Experience in/ knowledge of arts education;
