OVERVIEW OF THE FUNCTIONS OF THE POST
The Cultural Policies and Development (CLT/CPD) Entity of UNESCO’s Culture Sector provides technical assistance to support UNESCO Member States design, adapt, and implement their cultural policies. This work draws on UNESCO’s normative instruments and programmes in the field of culture and beyond. The goal is to support integrated, equity-driven public policies that harness the transformative power of culture, in line with the 2030 Agenda for Sustainable Development. As part of its mission, the Entity focuses on: (i) supporting frameworks integrating the cultural dimension into other development policies; (ii) assisting Member States in adapting their cultural policies to the challenges of sustainable development; and (iii) stimulate international dialogue in the area of cultural policies.
In this context, under the overall authority of the ADG/CLT, general supervision of the Director of Cultural Policies and Development and direct supervision of the Programme Coordinator responsible for the thematic areas in close coordination with the EO focal point, the contractor shall:
Long Description
- Contribute to the development of the Implementation Guidance for Culture and Arts Education, supporting the team and the lead consultant with written inputs, working in close technical collaboration with the education sector focal point, to provide contents as needed. Accompany the process until its completion estimated for April 2025.
- Support the drafting of documents related to the High-Level Political Forum on Sustainable Development (HLPF), to be held from 14 to 23 July 2025 in New York. These documents will highlight the role of culture’s in contributing to the achievement of the Sustainable Development Goals (SDGs) under review by the HLPF 2025.
- Draft the Report to the UN Secretary General on the implementation of Resolution 78/161 on Culture and Sustainable Development (2023), to be presented at the 80th session of the General Assembly in 2025. This task will involve designing a survey, analyzing the contributions received, and drafting of the report. The survey will be directed at UNESCO Member States, other UN agencies, intergovernmental organizations, civil society organizations and academic institutions.
- Contribute to draft a proposal to change the name of “International Arts Education Week” to “International Culture and Arts Education Week”, in line with the decision of the 219th session of the Executive Board, in line with the UNESCO Framework for Culture and Arts Education (2024), to be reviewed by the 43th session of the General Conference of UNESCO.
- Participate in follow-up meetings on these topics and carry out any other tasks related to them, such as preparation of talking points or briefings, notably related to MONDIACULT2025.

REQUIRED QUALIFICATIONS
Education:
- Advanced university degree (Master’s degree or equivalent) in international development, sustainable development, public policies and/or disciplines in the field of culture or education
Work Experience
- A minimum of four (4) years of professional experience in programmes in the field of culture and/or education, of which preferably at least two (2) years of professional experience acquired at the international level.
- Experience in working in cross-functional teams
Skills and Competencies
- Good knowledge of the United Nations 2030 Agenda for Sustainable Development
- Good knowledge and proven expertise on issues related to cultural and/or educational policies at both international and national levels
- Strong ability to collect, synthesize and analyse information from various sources and formulate research documents
- Excellent communication skills, both oral and written
Good ability to interact efficiently with a wide range of partners and stakeholders within and outside the Organization High attention to detail and ability to work within tight deadlines Ability to work both independently and in a multi-cultural and multi-lingual environment Expertise in research and data collection
Languages
Excellent knowledge of both English and French (speaking, reading and writing)
DESIRABLE QUALIFICATIONS
Work experience
Professional experience in the United Nations system Proven experience in drafting research documents and reports in the United Nations context Expert knowledge of UNESCO Culture and/or Education Programmes, across their various dimensions and areas of work Experience and proven expertise in research and/or the implementation of strategies, policies and initiatives aimed at supporting the synergies between culture, arts and education
Languages
Knowledge of another/other UN official language(s).
