Program Overview

The Low Carbon Development Initiative (LCDI) is a program initiated by Indonesia’s Ministry of Planning (BAPPENAS) and funded by the United Kingdom – Foreign, Commonwealth and Development Office (UK-FCDO) which aimed to mainstream principles of sustainable development in policy making and national development planning process. It pursues a change of paradigm away from an old unsustainable model of utilization of natural resources and of reliance on high carbon emission sources of energy into a new sustainable model that preserves the country’s vast natural capital base, while shifting towards renewable, low carbon sources of energy. The LCDI provides analytical inputs - which one of the methodologies is system dynamics - and has been mainstreamed into Indonesia’s Medium-term Development Plan, RPJMN 2020-2024.

WRI Indonesia has been supporting the Ministry of National Development Planning (BAPPENAS) to initiate and mainstream the LCDI into national development policy. In particular, WRI Indonesia supports BAPPENAS by providing expertise in research and analytics as well as engagement and communications on the economic-social-environmental nexus. In delivering its support, WRI Indonesia collaborates with partners both at national and global level.

In 2022, the program will continue to support BAPPENAS in ensuring the implementation of LCDI policies within the RPJMN 2020-2024, while at the same time providing a smooth transition to a full scale LCDI phase 2. The support will be provided by supporting the established LCDI-Secretariat under direct guidance of Director of Environmental Affairs, BAPPENAS. Several activities that will be conducted by WRI Indonesia in supporting the LCDI Secretariat can be categorized into three aspects including: i) capacity building support at national and provincial level; ii) policy support to maintain LCDI remains on top of Government’s development agenda, including on green economy and G-20 related support; and iii) stakeholders' engagement and communication.

During the period of June – September 2022, there are several activities will be implemented to leverage LCDI as follows:

  1. Formulating Indonesia Green Economy Index (GE-Index) and incorporate the methodology of index measurement to the LCDI system dynamic model.
  2. Research and develop business case to leverage investment from non-state actors, including private sector and philanthropy. This will aim to develop initial framework or scheme on innovative investment for low carbon and green economy in Indonesia.
  3. Strengthening engagement with G20 on LCDI and Indonesia Green Economy strategies, which contribute to the central role of BAPPENAS as the chair of G20 Development Working Group
  4. Structured engagement with the Ministry of Finance and Ministry of Home Affairs to increase participation and ownership of LCDI implementation at sub-national level.

    Job Responsibilities

    The LCDI Project Lead will manage LCDI project implementation and ensuring all outputs are delivered at the end of the project period. The consultant will report to the WRI Indonesia Climate Manager and coordinate with WRI Indonesia project teams and WRI Global Office. The position will require close communication with BAPPENAS Environment Directorate and LCDI Secretariat, as well as other development partners supporting LCDI. The position will be responsible for overseeing LCDI project implementation, administration, monitoring, evaluation and reporting to ensure that the project achieves the intended outputs. To support the implementation of the LCDI project and ensure timely coordination with BAPPENAS and UK-FCDO, the LCDI Project Manager should expect to work from the LCDI Secretariat or BAPPENAS’ office.

    The LCDI Project Lead will have main areas of responsibility that includes:

    Project Management (50%)

    • Lead the project in terms of project planning, implementation, monitoring, evaluation and reporting. This will include ensuring all project reporting (monthly, quarterly and final report) are submitted on-time.
    • Ensuring that desired outputs are delivered and achieved within the appropriate level of quality, on time and within budget, in accordance with the project plan.
    • Proactively identify and address opportunities and challenges during project implementation, including by adjusting programmatic strategies and approaches, resolving issues and initiating appropriate corrective actions.
    • Ensure effective quality assurance and the overall integrity of the project according to WRI policy, and communicating progress to involve team members and partners.
    • Ensure effective coordination and information flows with WRI Global team and WRI Indonesia team and other related WRI portfolio project.
    • Ensure the maintenance of program systems to support the effective and timely use of project resources, as well as ensure technical and financial reporting completed in compliance with WRI standard requirements.
    • Organize administrative paper works related to the projects, such as development of TORs, agreements, contracts, procurement and others.
    • Schedule and lead necessary meetings related to the project progress monitoring and updates.

      Stakeholder Management and Communication (40%)

      • Manage strategic engagement and communication with stakeholders, including BAPPENAS, government line ministries, private sector representatives, CSOs and donor.
      • Understand political economy and build and leverage relationships to build successful partnerships.
      • Oversee the development of communication materials, including concept notes, presentations, and report to the targeted audience and partners, and oversee the dissemination of report related to the project activities.
      • Closely coordinate with WRI Indonesia, WRI Global Team, LCDI Secretariat, BAPPENAS and other relevant partners supporting LCDI to ensure alignment and coherence of the LCDI programs.

        Research and Knowledge (10%)

        • Co-author and/ or review of project knowledge product, such as reports, brief notes, policy briefs.

          Qualifications

          Required Qualifications:

          • Legally able to work in Indonesia.
          • Master's degree in Environmental Sciences, Social Sciences or Engineering. Good technical understanding of project management is essential.
          • Minimum of 5 years of relevant experience working on climate and development issues, with program implementation and project management experience.
          • Direct hands-on experience in project management and managing multi-donor agency.
          • Ability to deftly manage projects with strong critical thinking and creative problem-solving skills and balance attention to detail with big-picture thinking.
          • Ability to manage professional relationships and to effectively communicate with people at all levels and from various backgrounds.
          • English fluency required; additional language skills a plus
          • Comfortable working in a fast-paced, deadline-oriented environment, with a diverse staff, across multiple time zones
          • Ability to take initiative, work independently, and be flexible on changing priorities
          • Exceptional writing, proofreading, and presentation skills. Publication track record will be a plus
          • Ability to travel across Indonesia and internationally
