About this position
We are looking for a consultant with project execution experience to contribute to the division’s efforts in improving development effectiveness.
Our division works to strengthen the capacity of the public financial sector to mobilize resources and catalyze capital for development. We focus on effective capital market development and innovative financial structuring and solutions to facilitate private investment and ensure inclusive and sustainable development.
You will work in IFD/CMF. The Connectivity Markets and Finance (CMF) Division assists member countries to overcome the financing barriers that limit their productive development. Areas of work include financial inclusion, financial and fiscal risk management, financial transparency, housing finance, public debt management, green finance, among others.
What you’ll do:
Development Effectiveness Initiatives
- Support the development of tools to facilitate the tracking of project compromises during design to ensure successful execution. This includes mainstreaming compromises as well as those captured in the monitoring and evaluation plan.
- Participate in the review of operations during project design to ensure consistency and adequate requirements are included to support data collection, project monitoring and the achievement of development objectives. Assist in identifying opportunities to systematize processes and balances to streamline this process.
- Liase with project evaluation team to ensure coordinated efforts related to development effectiveness.
- Support the development and implementation of the yearly training plan of operational team to support strategic focus on development effectiveness.
- Support the design of pipeline of activities related to the monthly coordination meetings with project analysts.
- Prepare materials to present development effectiveness strategy and advances.
Operations Monitoring
- Identify newly approved operations and those in early stages of execution to support achievement of development effectiveness compromises. This includes requirements related to evaluation, monitoring, data gathering as well as mainstreaming priorities.
- Support the development of tools designed to facilitate the homogenous reporting from the part of teams involved in the execution of operations. Facilitate tools to promote the gathering of complete information from the part of executing agencies.
- Support the review of progress monitoring reports of the portfolio of operations during the established cycles ensuring quality of information as well as key updates related to the progress of data collection and the project impact indicators.
- Review project-associated documentation to ensure the quality of content data for monitoring.
- Compile quarterly reports related to portfolio performance.
- Support the monitoring of project closings to anticipate support required to ensure a project completion reports that can demonstrate program’s impact.
- Assist in identifying opportunities to improve portfolio monitoring including the identification of systematic milestones for all projects, with particular emphasis on those with implementation risks.
- Collaborate in identifying and sharing of lessons learned related to the loan operations of the division.
- Support the preparation of regional portfolio review meetings.
- Coordinate with climate finance, ESG and gender and diversity focal points as required to streamline monitoring efforts of portfolio.
Data Management
- Support the systematic and homogenous collection of data from the portfolio of CMF operations with emphasis on data from project beneficiaries to improve the measurement of the impact of CMF operations.
- Maintain CMF’s project dashboard and identify opportunities to improve data collection.
What you'll need
- Education: Master’s in economics, finance, statistics or related field.
- Experience: At least 5 years of relevant experience including in project planning, monitoring, or related. Experience working in IDB, or similar multilateral organization or executing agency preferred.
