About this position:

Crime and violence (C&V) constitute a serious challenge for development prospects in Latin America and the Caribbean (LAC). The region has historically displayed a record high rate of homicides, and in spite of regional efforts, in 2018, the homicide rate was 19,7 per 100,000 inhabitants, which is three times higher than the global average of 6,3 (UNODC, 2019). Research shows that C&V problems incur high human costs and hamper sustainable and inclusive economic growth prospects as they absorb substantial public and private resources, reduce the productivity and competitiveness of businesses, undermine confidence in institutions and the rule of law, and compromise the development of future generations. For these reasons, the IDB has as one of its priorities to support LAC countries in strengthening their institutional capacity to prevent and reduce violence and crime1.

The Innovation for Citizen Services (ICS) has a Team dedicated to Citizen Security and Justice (CSJ) whose mission is to promote crime prevention policies, improve rehabilitation measures for people who have committed crimes, and strengthen the relevant institutions through the development of public policies, strategic advice, technical assistance, and training. The IDB has been carrying out CSJ projects in LAC for more than 20 years and has become a regional reference in innovative strategies and solutions in these thematic areas, both through the promotion and production of applied technical knowledge and through technical cooperation and loans.

The objective of the consultancy is to support the team in the execution and supervision of its key initiatives in the field of Citizen Security and Justice, with a particular emphasis on the provision of technical assistance to the conceptualization, preparation, monitoring, and evaluation of one of CSJ’s flagship projects, the Hub for Supporting Implementation of Effective Problem Oriented and Evidence Based Policing Projects (“NAIPEPOP”2)

We are looking for an experienced professional, with a proven track record in strategic planning and management in the field of public security, as well as deep interest and understanding on topics related to evidence-based policing.

You will work in close collaboration with the Citizen Security and Justice Cluster, part of the Innovation in Citizen Services Division and the Institutions for Development Sector. This team is responsible for conceptualizing, preparing, and supporting the execution and supervision of the IDB’s sector operations in the field of Citizen Security and Justice.

What you’ll do:

You will support the Citizen Safety and Justice Cluster (CSJ) in achieving its objectives by providing the team’s coordinator and team of specialists with technical assistance in two main lines of work:

• Provision of strategic and operational support to the cluster’s coordination: Support in monitoring the execution of the cluster’s projects, as well as assisting in the development of relevant initiatives and supporting in managing the team of specialists and consultants that participate in the cluster. This will include the following activities:
  • Supporting the design, execution, and reporting of operations and technical cooperations, as well as monitoring of CSJ operations and technical cooperations. Particular attention to implementation and reporting of activities is required.
  • Supporting the implementation and maintenance of an internal management platform of the team’s Technical Cooperations, Credit Operations, programs, and projects.
  • Liaise with team leaders, as well as with program stakeholders to ensure timely and accurate information flow regarding the execution of the cluster’s initiatives, so that an
