DUTIES AND RESPONSIBILITIES

Under the supervision of the Head / Technical Coordination and GFCS support unit (TCG) and Head / Regional Strategy Office (RSO), the incumbent will provide the following deliverables:

(a) Terms of reference for the recruitment of a consultant, and strategic plan for INM Sao Tomé e Principe meteorological service (to be developed in line with WMO Integrated Strategic Planning Handbook(https://library.wmo.int/records/item/55353-wmo-integrated-strategic-planning-handbook)and approved by the Permanent Representative, including one mission, 25 days);

(b) Terms of reference for the recruitment of a consultant, and strategic plan for ANM Guinea meteorological service (approved by the Permanent Representative, including one mission, 25 days);

(c) Terms of reference for the recruitment of a consultant, and updated strategic plan for DTM Comoros meteorological service (approved by the Permanent Representative, including one mission, 15 days);

(d) Terms of reference for the recruitment of a consultant, and initial elements of a strategic plan for INAMET Angola, ensuring optimal benefits from CREWS, EU and SG projects (10 days);

(e) Terms of reference for the recruitment of a consultant, and initial elements of a strategic plan for IGEBU Burundi, ensuring optimal benefits from CREWS, EU and WB projects (5 days);

(f) Training and support WMO consultants based in Angola, Burundi, Cameroon, Chad, Côte d'Ivoire, Guinea, Mauritania, Niger, Sao Tomé and Togo for the development of strategic plans, competency management frameworks and other elements (15 days);

(g) Report on opportunities for Equatorial Guinea to become a Member of WMO and/or create of a national meteorological service (5 days);

(h) Short status reports (1-2 page per country) detailing the baseline legal and institutional framework and instruments, identifying the need for updates or new QMS and instruments, and recommending approaches and work plans for the development of such updates (all countries, 5 days);

(i) Update of the NSP/ QMS spreadsheetand organize a meeting in Spanish in the context of the community of practice on strategic planning and quality management systems (Global, 5 days);

(j) Carry out other relevant duties as required.

In addition, the consultant will be requested to provide the following deliverables:

(a) Mid-April 2024: Inception report with short status reports (1-2 page per country) detailing the baseline legal and institutional framework and instruments, identifying the need for updates or new instruments, and recommending approaches, funding sources and work plans for the development of such documents;

(b) Mid-July 2024: Mid-term report detailing support provided to the countries and recommending optimal use of the remaining time;

(c) Mid-Dec 2024: Completion report with links to all country-specific deliverables and detailed recommendations, updated for follow-up with the countries over a next contract, which could potentially cover Jan - June 2025.

QUALIFICATIONS
Education
Degree in meteorology, business administration or a field relevant to supporting NMHSs strategic planning.
Experience
Experience with NMHSs of Côte d'Ivoire, Sao Tomé Principe, Angola, Cameroon, Comoros.

Minimum 15 years of experience in supporting strategic planning and other institutional aspects of NMHSs capacity development.

Languages : Portuguese, French, Spanish, English
Languages
Excellent knowledge of English, Portuguese, Spanish and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

SALARY: 620-750$ net of tax per day.
