Purpose of consultancy:
UNFPA has zero tolerance for all forms of sexual misconduct, and for inaction in the wake of reported violations, whether perpetrated against a recipient of assistance or a UNFPA staff member. The vision of UNFPA is to realize the commitment of our leadership to building and maintaining a safe, trusted, and protective environment, in which UNFPA personnel and the people and communities we serve can work and live free from violence, abuse, exploitation and harm, their rights and dignity are upheld, and those who perpetrate such violence are held accountable.
Under the supervision of the UNFPA Deputy Executive Director (Management) and Senior Agency PSEAH Focal Point, the PSEAH Global Coordinator oversees the internal coordination of PSEA/SH activities within UNFPA across multiple stakeholders, and acts as the external focal point for inter-agency coordination, addressing all elements of PSEAH. This includes, but is not limited to, development and utilization of technical approaches and resources, supporting leadership in advocacy efforts, leveraging UNFPA’s expertise across global and organizational PSEAH efforts, and supporting field and HQ engagement on PSEAH. The PSEAH Specialist supports efforts to operationalize the UNFPA 2024-2025 PSEAH Strategy, particularlyStrategic Objective 2: ‘Protection of beneficiaries and affected populations from sexual exploitation and abuse is meaningfully integrated into all UNFPA’s policies, programs, operations, and systems’. The Specialist will be one of the primary points of contact with the Fund’s network of 250+ PSEA Focal Points, and in the Unit’s engagement with Regional and Country Offices.
Under the direct supervision of the Global PSEAH Coordinator, the PSEAH Specialist will provide support with:
1. Provision of timely technical support to UNFPA’s network of 250+ PSEA Focal Points as required.
2. Development of comprehensive and technically sound and consistent internal and external communications and advocacy materials for all UNFPA personnel.
3. Development of a technically comprehensive standardized set of learning support resources for personnel, PSEA Focal Points, and leadership.
4. Implementation of the Global PSEAH Ideation Challenge and ensure that the innovative solutions emanating from this are reflected in the standardized core learning package.
5. Targeted technical support and guidance to RO and CO PSEA Focal Points in identified priority settings.
6. Provision of support to the PSEAH Unit on key priorities as required
7. Drafting and/or revising standard operating procedures and guidance materials, as required.
8. Researching, collecting and analyzing documents/information on relevant topics, including contributing to the development of analytical briefs, briefing notes and notes to files.
9. Updating and maintaining content and utilization of the PSEAH Portal
Deliverables:
Strategy and Planning
● Contribute to the implementation of the UNFPA PSEAH Strategy and workplan
● Support with the implementation of key strategic and global initiatives that establish and maintain UNFPA as a global thought leader on PSEAH
● Support with monitoring progress and achievements against the workplan and strategy implementation.
Support on UNFPA policies and procedures to address SEA and SH:
● Contribute to the implementation of UNFPA policies and procedures for tackling SEAH.
● Provide technical guidance to personnel, regional and country offices on standards of conduct, appropriate prevention, risk mitigation, implementing partners assessment and response strategies to advance a victim/survivor-centered approach, including through participation to field missions.
Support to UNFPA network of PSEA Focal points:
● Coordinate and monitor PSEA focal points activities and provide high-quality support to PSEA focal points to implement their terms of reference.
● Develop and conduct knowledge exchange and promote experience/best practices
exchange among PSEA focal points.
Interagency activities
● Contribute to system-wide requirements for a strengthened United Nations response to
SEA and SH at global and field levels.
● Support and contribute to realizing and operationalizing any UNFPA-specific commitments
to interagency and UN system wide initiatives.
Provide reporting and knowledge management support
● Maintain and utilize data collection tools, contribute to accurate and quality analysis, statistics and progress reports in relation to SEA and SH.
● Support with drafting briefing notes, talking points and presentations for different stakeholders including management and oversight bodies.
Carry out any other duties as may be required by UNFPA leadership.
The consultant will report to the Global PSEAH Coordinator, OED.
Expected Travel: Travelling may be required depending on relevant tasks of the portfolio and will be decided with the consultant on a regular basis.
Required Expertise and Qualifications:
Education:
● Advanced university degree in one or more of the following disciplines: Law, International Development, Gender (including GBV), Social Work, Public Health, Public Administration or other field related to the substantive area identified in the title of the post.
Knowledge and Experience:
● Minimum of 3 years of increasingly responsible professional and technically relevant professional
● Demonstrated experience in the field of sexual exploitation and abuse, sexual harassment,
gender based violence, staff misconduct and discipline, gender mainstreaming and/or
humanitarian affairs.
● Excellent verbal and written communications skills and an ability to conduct face-to face and remote learning events.
● Experience in an international organization (UN system or multilateral context) highly desirable
● Field experience is an asset
● Ability to think critically and logically
● Strong emotion intelligence is critical
● Ability to multi-task, prioritize and work under pressure
● Strong coordination, writing, and communication skills
● Field experience and working in humanitarian settings is highly desirable.
Languages:
● Fluency in English is required; knowledge of another UN language is an asset
