For every child, the right to advocacy  UNICEF’s Washington, DC office serves as a critical global hub for engagement with both the United States Government (USG) and International Financial Institutions (IFIs). From Washington, UNICEF manages strategic partnerships that represent some of the organization’s largest sources of financing and influence, including the World Bank Group, IMF, IDB, AfDB, ADB, IsDB, CAF, and other IFIs and USG Washington DC-based financing institutions.   Under the leadership of the PPD Washington DC Director and the overall guidance of the PPD Global Director, the Washington Office plays a pivotal role in advancing UNICEF’s strategic objectives, ensuring that UNICEF is recognized as a trusted partner of choice by IFIs. This consultancy will provide targeted capacity to:

Strengthen UNICEF’s engagement and dialogue with key IFIs and other USG Washington DC-based financing institutions. Develop technical templates and tools that streamline UNICEF’s access to IFI-financed opportunities. Equip Country Offices with practical capacity-building resources to take full advantage of available financing modalities. Provide strategic and operational support to the Washington Office Director, including through high-level briefs and analysis as needed.

How can you make a difference?  The consultant will work within the PPD IFIs Team. The work will be structured into three main areas:

Technical Support for Drafting, Negotiation, and Release of Templates for IFI-Financed Country Projects Capacity-Building Tools for Country Offices Support in reviewing Environmental and Social Safeguard (ESS) Requirements in IFI documents and agreements The primary deliverables of this consultancy are: Technical Support for Drafting, Negotiation, and Finalization of Templates for IFI-Financed Projects
The consultant will provide specialized technical support to develop and update standardized legal agreement templates, and operational guidance for UNICEF’s engagement with IFIs, including AfDB, IDB, ADB, CAF, and the World Bank. This will include producing consolidated toolkits, leading and/or supporting negotiation of new templates, and delivering technical advisory notes to UNICEF Country Offices (CO) on IFI project documentation, legal modalities, reporting requirements, and operational processes. Capacity-Building Tools and Support for Country Offices
The consultant will strengthen CO capacity to design, negotiate, and implement IFI-financed programmes. Deliverables include the development of practical toolkits, delivery of webinars and workshops for CO and Regional Office staff, and preparation of targeted capacity-support notes and recommendations following one-on-one advisory engagements. Outputs should be actionable and tailored to the operational realities of COs, particularly in fragile and conflict-affected contexts. One key output under this deliverable is to organize a capacity building workshop for country offices on IFI operational partnership priorities. Review and Advisory Support on Environmental and Social Safeguard (ESS) Requirements
The consultant will review ESS provisions included in IFI project documents, legal agreements, and operational frameworks to ensure alignment with UNICEF’s ESS policies and standards. This includes providing technical inputs on ESS instruments prepared by IFI partners or governments, identifying gaps or compliance risks, and advising COs on appropriate mitigation measures and reporting obligations. The consultant will also prepare concise ESS advisory notes, as needed, to support COs in meeting UNICEF’s internal requirements and responding to IFI expectations. The consultant will be required to develop and finalize all deliverables in a highly consultative manner with members of the PPD Washington DC Team and other key internal stakeholders in HQ, regional and country offices. The consultancy will need the ability to be flexible to take into account time zone differences across UNICEF’s global operations.   It is not anticipated that the consultant will be required to travel. However, if the need does arise then the consultant will be required to make arrangements as per UNICEF’s policies.

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: An advanced university degree (Master’s or equivalent). Work Experience: A minimum of 5 years of experience working in development and/or humanitarian contexts. Skills: 1. Professional experience implementing IFI financed projects 2. Proven ability to develop templates, toolkits, and training materials 3. Experience in developing guidance, capacity building and knowledge management materials 4. Knowledge of international environmental and social standards and frameworks (e.g., World Bank Environmental and Social Framework) 5. Knowledge of the UN system and humanitarian cluster system 6. Demonstrated ability of fostering public partnerships. Language Requirements: Fluency in English is mandatory. Fluency in Spanish and French is desirable.
