Background
Ensuring Quality of Care is a vital component of service provision for improving the health outcomes. IPPF defines Quality of Care (QOC) as the delivery of services in a way that addresses the rights of clients[1] as well as the providers’ needs[2]. In 2015, IPPF technical working group developed and rolled out IPPF’s QOC Conceptual Framework to guide the implementation of quality sexual and reproductive health services throughout the Federation. In East South East Asia and Oceania Region (ESEAOR), a regional workshop on QoC was conducted in 2016 with its Member Associations (MAs) to orient and introduce IPPF QoC framework (2016-2022), and to create MA-MA learning best practices from Cambodia MA QoC system. Currently, MAs and collaborative partners in ESEAOR are adapting and using the tools guided by the framework in monitoring and assessing the Quality of Care.
During this COVID-19 pandemic where many of the countries around the world are using the movement control measures as primary method of containing the COVID -19, the use of digital technology are highly recommended for maintaining and strengthening health service delivery including monitoring the provision and utilization of essential health services and health workforce capacity[3]. Hence, it is important for IPPF and its MAs to maintain the delivery of essential SRH services to all the clients and monitor the quality of its services in the COVID-19 context. Presently, the existing IPPF’s QoC tools are designed to use for onsite assessments and there is a need to develop tools that can be utilized remotely/virtually. This initiative will provide support for IPPF and its MAs in monitoring and sustaining the QoC at the service delivery points (SDPs) during the COVID-19 pandemic and beyond. It will also contribute to IPPF accreditation review and assessment on Principle (9) Committed to Quality Standard for IPPF secretariat and also enhance the use of digital technology in SRHR work by the MAs.
Purpose of this consultancy
IPPF ESEAOR is seeking the expertise of a consultant or group of consultants to produce the virtual Quality of Care Assessment Tool for IPPF and its MAs on how to remotely/virtually monitor and assess the clinic and its SRH services in line with IPPF quality of care standards during the COVID-19 context. The consultant will undertake specific tasks as follow;
Desk-review of QOC tools and virtual assessment methods: The consultant will review the IPPF QOC tools and identify the key areas to ensure compliance of QOC essential standards in the quality provision of SRH services, particularly IPES. Through the review process, the consultant will provide inception report on how existing IPPF QoC assessment will be adapted for undertaking QOC assessment through virtual methods. Please note that it will be a dipstick approach for ascertaining compliance of essential QOC standards for the delivery of SRH/IPES services. This document will be of maximum 5 pages excluding annexures.
Develop a virtual QoC assessment tool : The consultant will develop a user-friendly guide/’How-to Guide’ on preparedness, planning and implementation of virtual QOC assessment. This would include Before, During and After stages of this assessment. The description of stages and use of technology to assess QOC virtually on essential aspects of QOC will be an essential component of this guide. This document will be of maximum 30 pages excluding annexures.
Pilot testing of the assessment tool virtually : Undertake the pilot testing of the assessment tool with 2 MAs and make revision based on the feedback from the MAs. IPPF will support in organizing this activity.
Conduct a dissemination webinar: The consultant will share the result of pilot testing with IPPF & MAs at the webinar for feedback and inputs and finalise the tool.
Submit the final version of IPPF’s Virtual QoC Assessment Tool
Place of work, Reporting & Management
The consultancy is home-based and will take place in the consultant’s usual place of residence/work. No travel is foreseen or will be financed to carry out the assignment. Availability for teleconferencing to discuss progress and feedback required. The consultant will be required to maintain regular engagement with the IPPF and its member associations for quality assurance of the completed review tools. The consultant will report directly to, and be supervised by the Integrated SRHR Programmes Director, under the authority of the IPPF ESEAO Regional Director.
Deliverable/Timeline
The consultant(s) must be available in December 2020- February 2021. The estimated working day for this assignment should take around 16 days.
