Purpose of the Position:

The Construction Engineer provides day to day technical guidance and supervision to implement infrastructure construction and rehabilitation activities being implemented in schools and community under Education Can Not Wait (ECW) project. The Construction Engineer is also responsible for implementation of project activities including provide inputs and support for infrastructure’s design and develop schematic drawings and bill of quantities and inspecting and supervising contractor’s works and NRC’s direct implementation. The Construction engineer will also be expected to update the work plan and work schedules and submit weekly, monthly, and quarterly reports to WASH coordinator and WASH and Shelter specialist.

Role and responsibilities

Generic responsibilities

Ensure adherence with NRC policies, tools, handbooks, and guidelines. Implement delegated Construction, Infrastructure and WASH projects portfolio according to plan of action. Prepare and develop status reports as required by management. Ensure proper filing of documents.  Promote and share ideas for technical improvement. Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports. Ensure that projects meet target beneficiaries most in need and explore and assess new and better ways to assist.

Specific responsibilities 

Facilitate and conduct infrastructure needs and technical assessments in the communities and schools/institutions and collect all the needed information with accordance to the NRC requirements and guild lines. Draft full detailed assessment reports based on the findings and as delegated by the line manager.  Propose and recommend the appropriate Infrastructure and WASH interventions for the schools and community based on the assessment’s findings with coordination with the other NRC CC’s team and WASH & Shelter specialist.  Coordinate with the logistic, Finance and Procurement teams to ensure that required construction supplies and support services are ready timely as requested.  Work and extend full support to other CCs especially for Education and LFS teams on construction related issues and integration.  Prepare construction detailed Work plan, Procurement plan and all other required documents before commencing the work. Coordinate with Local authorities, school management and implementing partners on the ground and update NRC construction interventions, progress, and challenges to avoid duplications and ensure effective usage of resources. Engage with local authorities, community, and Institution’s management for all phases of construction interventions from assessments, mobilization, and implementation, monitoring and handing over. Collect all feedback and comments from the school management and community, share with management and ensure their feedback to be taken into consideration. Having all the project documents well prepared in accordance with NRC requirements and as delegated by the line manager and to ensure proper archiving.  Support and draw infrastructure technical designs using AutoCAD / Progecad software.  Collect beneficiaries’ data using beneficiaries tracking sheet and update   all data related to school construction / rehabilitation, staffs rooms construction / rehabilitation, WASH in schools , water quality  testing and hygiene promotion activities including training of school hygiene clubs , distribution of hygiene/MHK and conduct hygiene promotion sessions and campaigns.   Oversee school construction and rehabilitation and WASH in school activities. Conducting water quality checking including checking on the water quality parameters of physical, chemical, and bacteriological properties. Participate in beneficiary identification and selection for hygiene kits distribution at schools and community in accordance with the NRC’s set criteria on beneficiary selection and identification.  Recruit, train, and manage incentive/casual workers, supervise contractor’s work and report on daily/weekly basis.  Select, train, and supervise school hygiene clubs and water quality monitors and take account of gender, protection, the environment, and other important cross-cutting concerns in programme design, implementation, and reporting.  Training of school management, PTA and beneficiaries on how to maintain and make durable and sustainable school and community infrastructures. Assist in solving conflicts arising because of the constructions especially conflicts arising between the community and the construction team, and conflicts related to community local resources for the project. Incorporate eco-friendly and sustainable features into the design of construction plans. Ensure an environmentally sensitive construction project. Carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, minority groups, children, and people with disabilities. Prepare weekly report including community and Institution’s construction and WASH progress, challenges and proposed action and share with Line manager and WASH and Shelter specialist. Any other duties that the supervision may request or assign.

Staff is required to complete all mandatory courses available in NRC Kaya platform and update all achieved beneficiaries’ details against the planned   in Agressso. Legal or compliance:

Staff is required to comply with all NRC’s SOPs, security measures and protocols and terms of employment. Staff is also required to participate in Construction related tender and procurement committees and act on very transparently on all bidding, evaluation, and award process.

Generic professional competencies: 

Minimum first level university degree in Engineering or related field.  Minimum 2 -3 years of experience working in a humanitarian/recovery context and specific experience in construction interventions.  Experience in implementation of school construction and WASH in school’s projects.  Experience in protection mainstreaming, desirable.  Experience from working in complex and volatile contexts.  Documented results related to the position’s responsibilities.  Knowledge about own leadership skills/profile  Fluency in English, both written and verbal 

Context/ Specific skills, knowledge, and experience: 

Ability to initiate, develop, plan, and implement an integrated programme. Experience in community mobilisation and conducting outreach activities.  Excellent communication (spoken and written) skills, including the ability to explain and present technical information. Political and cultural awareness and experience of working were hardship areas.  Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities. Sensitivity to the needs and priorities of disadvantaged populations (minority groups etc.) Demonstrated experience of integrating gender and diversity issues. Performance Management
